When Ma Chong went out to do solo activities, he often borrowed a gun from Xu Chuanzhen to borrow bullets, and Xu Chuanzhen did not hesitate to lend his magazine gun to Ma Chong every time for self-defense. In August 1939, Ma Chong was reappointed as the county magistrate of the Anti-Japanese Democratic Government of Linyi County, and he requested his superiors to reorganize Xu Chuanzhen's team into the Linyi County Anti-Japanese County Brigade. To this end, the head of the Lubei detachment transferred Zhang Hailan back to Linyi to work, serving as the leader of the Linyi County Brigade and concurrently serving as the director of the Political Department.
Zhang Hailan was originally an older Communist Party member in Linyi County, but because he lost contact with the previous superior organization, he re-performed the new procedures for joining the party in the Lubei detachment in November 1938, and became the secretary of the Deping County Party Committee at the end of 1938. Zhang Hailan had developed chen guangzhi, Ma Xichen, Song Guangchen, Shang Jingcheng, Sun Wanzhen, Liu Gangping, more than ten people in Linyi to join the Communist Party and the Eighth Route Army, and his prestige in Linyi County was very high, and he made great contributions to the anti-Japanese work in Linyi County.
Xu Chuanzhen usually admired Zhang Hailan, Zhang Hailan could directly control the command of Xu Chuanzhen's team, so the superior transferred Zhang Hailan back to serve as the head of the county brigade and the director of the political department, Zhang Hailan was not very convinced of Ma Chongdang as the county magistrate, after Xu Chuanzhen's team was reorganized into the Linyi County Brigade, he had been leading Xu Chuanzhen and the county brigade to act alone, unwilling to join ma Chong's county government, after The political commissar of the Lubei detachment, Wang Xukun, came forward to coordinate the work, Zhang Hailan reluctantly led the team with Xu Chuanzhen into lao Xiaojia Village. Unexpectedly, Xu Chuanzhen and the others had just entered the courtyard, and Gao Xizhen issued a code word that they had planned in advance, saying" "You are the eighth way."
