The National Development and Reform Commission and other departments recently issued the "Notice on Organizing the Responsibility System for The Recycling Target of Home Appliance Manufacturers in 2022", which began to allow traditional home appliance manufacturers to participate in more content related to home appliance recycling. Among them, the "Detailed Rules for the Implementation of the Action of the Recycling Target Responsibility System for Home Appliance Manufacturers" as an annex clarifies the operational details of the application, data preparation, submission, as well as local audit, third-party assessment and result announcement of the recycling target responsibility system action from the aspects of scope of application, target determination and data proof, data submission and local audit, third-party assessment, etc.
The detailed rules point out that for home appliance manufacturers included in the "Green Recycling Responsibility List", priority will be given to supporting their project construction in terms of transformation and upgrading, innovative development, and the implementation of the extended producer responsibility system, and priority will be given to support when enterprises issue green bonds and green credit approvals.
Nandu reporter learned that as of now, Haier, Gree, TCL, Changhong, Midea, Hisense and other home appliance manufacturers have actively participated in the recycling target responsibility system action.
Zhou Yunjie, chairman of the board of directors of Haier Group, recently revealed to the media that the first phase of Haier's waste home appliance dismantling "lighthouse factory" project will be put into operation in July this year, and Haier is improving the recycling system of waste home appliances. Haier expects to build a dismantling capacity of 2 million units/year of waste home appliances this year, forming a recycling network covering many counties and cities across the country.
Gree has established six renewable resource utilization bases in Zhuhai, Changsha, Zhengzhou, Shijiazhuang, Wuhu and Tianjin.
The relevant person in charge of TCL said that TCL divided this year's recycling target into two parts: cooperation channels and self-built channels. The goal of cooperation channels is mainly achieved through social recycling, the development of different price standards for the length of coverage distance, and the formulation of a series of regional management policies. The goal of self-built channels is mainly completed by the special formulation and dismantling services provided by its "ten to home" home appliance recycling service.
Changhong has set this year's recycling targets from specific aspects such as televisions, air conditioners, and dismantling capabilities. The relevant person in charge of Changhong said that the next step will focus on improving the intelligent level of recycling of waste home appliances and improving the efficiency of recycling.

Midea Group for air conditioning, refrigerators, washing machines, televisions 4 types of major appliances, unlimited brands, providing "green recycling + replacement subsidies" double preferential concessions to benefit users, while launching dismantling, sending, installing integrated convenience services, to ensure that users change new worry-free. To this end, Midea has created a digital green recycling platform based on platforms such as Midea Cloud Sales, Midea Home, Midea Mercure, Midea's Services, and Midea's members. When the user needs to replace the new home appliance, the old machine recycling demand can be put forward online, and the old machine is evaluated by the digital middle office, and the corresponding deduction is given to help the user reduce the cost of purchasing the new machine. After the user chooses a new product, the staff will come to the door to send the new and pull the old for the user. The old machines that were pulled away were sorted and then sent to a state-authorized green dismantling enterprise.

The China Household Electrical Appliances Service And Maintenance Association recently said that starting this year, the association plans to use three to five years or even longer to organize and carry out the activity of "benefiting the people from hundreds of cities and thousands of townships to benefit the people and rejuvenate the old". It is reported that the activity will start in early May and is expected to cover 20 provinces and cities across the country. Strengthen the replacement of old subsidies to continue to promote the recycling of home appliances
The mainland is the world's largest producer, consumer and trader of home appliances, and it is also a major producer of waste home appliances. In July 2021, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment jointly issued the Notice on Encouraging Home Appliance Manufacturers to Carry Out Recycling Target Responsibility System Actions (hereinafter referred to as the Notice). The "Notice" clearly puts forward that home appliance manufacturers are encouraged to carry out recycling target responsibility system actions, rely on the product sales and maintenance service network to build a reverse recycling system for waste home appliances, further optimize recycling channels, smooth the production and circulation of home appliances, consumption and recycling, and promote the renewal consumption of home appliances.
On February 11 this year, the Chinese government website issued the "Notice of the State Council on Printing and Distributing the 14th Five-Year Plan for Promoting agricultural and Rural Modernization", which proposed to encourage qualified areas to carry out rural home appliance renewal actions, implement subsidies for furniture and home improvement to the countryside, and promote the upgrading of durable consumer goods for rural residents.
On February 17, the National Development and Reform Commission replied to "accelerate the elimination of overdue service home appliances in the market, protect the safety of people's lives and property, and effectively achieve energy conservation and consumption reduction", saying that the next step will be to accelerate the elimination of overdue service home appliances, strengthen the promotion of old for new, and carry out special subsidies for green home appliances.
A few days ago, Dong Mingzhu, chairman of Gree Electric Appliances, also revealed in a written reply to nandu reporters that in the proposals of the two sessions this year, it is recommended to continue to promote the construction of waste home appliance recycling and treatment systems, standardize the transaction of waste home appliances, and strictly prohibit the "overdue service" of waste home appliances from entering the second-hand market and rural markets; strengthen the promotion of the old-for-new policy and subsidies, which can be issued by the state to issue overall requirements and guidance, and provinces and cities combined with policies such as consumption upgrading and local consumption characteristics to formulate a high-market adaptability home appliance replacement plan. Special subsidies are provided for energy-efficient green home appliances.
