Recently, the State Administration of Market Regulation released the latest statistics, by the end of 2021, the mainland has recalled 91.3 million cars and 80.27 million consumer goods, and has guided enterprises to improve technology more than 5,800 times, constantly guiding enterprises to increase technology research and development, strengthen product safety testing, and promote the quality upgrade of the industrial chain. At the same time, we will increase the intensity of administrative interviews and defect investigations in key cases, strengthen the supervision of remote vehicle upgrade (OTA) technology recalls, explore the supervision and safety co-governance of consumer product recalls on e-commerce platforms, and innovate and launch the sandbox supervision model. In 2021, the State Administration for Market Regulation and the Ministry of Ecology and Environment jointly issued the Regulations on the Administration of Motor Vehicle Emission Recalls, extending the recall from the safety field to the environmental protection field.
With the development of policies and technologies, more and more consumers prefer new energy vehicles. By the end of 2021, the number of new energy vehicles in the country will reach 7.84 million, accounting for 2.6% of the total number of vehicles. The State Administration of Market Supervision pays special attention to the safety of new energy vehicles, increases the intensity of technical research and defect investigation, establishes a new energy vehicle accident reporting system, forms a new energy vehicle accident investigation and cooperation network, formulates and revises relevant standards and specifications such as "Electric Vehicle Safety Requirements" and "Electric Vehicle Power Battery Safety Requirements", and strengthens the research on the common safety issues of new energy vehicles. Up to now, a total of 229 new energy vehicles have been recalled, involving 1.98 million vehicles, effectively preventing and resolving major safety risks, and helping the new energy automobile industry to prosper, healthy, safe and orderly development.
According to statistics, 99.9% of automobile recalls and more than 50% of the recalls of electronic and electrical products are unreasonable risks that the products meet the standards but are found to still endanger the safety of people and property after use. In this regard, the State Administration for Market Regulation actively explores the work idea of "discovering product defects - proposing product safety specifications - achieving quality improvement", and promotes enterprises to continuously improve technology and quality in the design, production and after-sales service.
