author:Heiner Observation Room

Ukraine war inflection point or has appeared? At this critical moment, the foreign ministers of China and Ukraine spoke, and the Ukrainian side expected the Chinese side to mediate in order to realize the ceasefire.

On February 28, local time, Russia and Ukraine held talks in Belarus, and the talks between the two sides lasted about 5 hours, discussing all the agendas in detail. According to Russian media news on March 1, the Russian and Ukrainian delegations held a new round of negotiations on March 2, according to the original agreement, the place of negotiation is located on the border between Belarus and Poland. On the same day, Russian Defense Minister Shoigu said that Russia will continue its operations in Ukraine until it reaches its set goals. Shoigu stressed that Russia is not trying to occupy Ukrainian territory and stressed that the Russian military is doing everything possible to protect civilian life, including the use of precision weapons, to limit the strike to military objectives.

It is not difficult to see that Russia and Ukraine are talking while fighting, and it is against this background that on March 1, State Councilor and Foreign Minister Wang Yi had a telephone conversation with Ukrainian Foreign Minister Uleba at the invitation. During the call, Kureba introduced the first round of negotiations between Ukraine and Russia, saying that ending the war is the highest priority task of the Ukrainian side, and the Ukrainian side is open to negotiating and resolving the Ukrainian issue and treats the Ukrainian-Russian negotiations with positive sincerity. Although the current progress of the negotiations is not smooth, the Ukrainian side remains calm and is willing to continue to promote the negotiations. At the same time, Kureba pointed out that China has played a constructive role in the Ukraine issue, and the Ukrainian side is willing to strengthen communication with China and looks forward to China's good offices for the realization of the ceasefire.

In this regard, Foreign Minister Wang Yi stressed that China's basic position on the Ukraine issue is open, transparent and consistent. China has always advocated respecting the sovereignty and territorial integrity of all countries, that the security of one country cannot be achieved at the expense of the security of other countries, and that regional security cannot be achieved through the expansion of military blocs.

It is worth mentioning that on the same day of the call between the Chinese and Ukrainian foreign ministers, Zelenskiy said in an interview with the media that he was willing to hold direct dialogue with Putin. In response to Zelenskiy's request, Russian presidential press secretary Peskov said it was too early to talk about the meeting between Putin and Zelenskiy.

As far as the current war situation between Russia and Ukraine is concerned, there is no doubt that Ukraine is relatively inferior, and it is precisely because of this situation that Ukraine will seek help from many parties, it is undeniable that the Ukrainian side also hopes that the help of the outside world can peacefully resolve the Russian-Ukrainian conflict, but NATO countries are blindly providing weapons and equipment to it, which is like putting Ukraine on the fire to "roast", which makes the Ukrainian side that does not want to fight and does not dare to fight also have to fight hard, so Ukraine will turn its eyes to China and turn to negotiations. Zelenskiy will only make a request to Putin.

The reason why the Russian side "politely rejected" Zelenskiy's request and the action in Ukraine is still continuing may be that it wants to win more bargaining chips. In fact, Putin's demands are not much different from what he has said to the United States and Western countries before. On February 28, in front of French President Emmanuel Macron, Putin proposed three conditions for resolving the Ukrainian crisis: recognition of Russian sovereignty over Crimea; "de-militarization" and "de-Nazismization" of Ukraine; and neutrality of Ukraine. Obviously, Russia's demands have not changed much from beginning to end, and its purpose is to maintain its own strategic security. Nowadays, Russia has gained a negotiating advantage through this kind of pressure, and judging from the current performance of Ukraine, this pressure has a certain effect, and if Russia's strategic security is guaranteed, the situation of the Russian-Ukrainian war will inevitably have an inflection point.
