In order to give full play to the aesthetic value and social benefits of the cultural relics and artworks section of the Fourth CIIE, continue to amplify the spillover effect of the Expo, and implement the requirements of the State Administration of Cultural Heritage on "encouraging cultural relics exhibits enjoying preferential tax policies to carry out public welfare display services for not less than three years in state-owned cultural relics collection units", from March 1 this year, the first phase of "Wind from the Sea - The Fourth China International Import Expo Cultural Relics and Artworks Public Welfare Exhibition" opened at the Biyun Art Museum in Pudong, Shanghai, with 15 exhibits The paintings include all the cultural relics and art masterpieces sold tax-free at the Fourth CIIE and some modern and contemporary art masterpieces, and the public can go to see the true appearance of cultural relics and artworks.

Chang Yu, Qi Baishi, Fu Baoshi, Wu Guanzhong, Zhang Daqian, Huang Binhong, Li Xiongcai, Kusama Yayoi, Nara Yoshitomo, Liu Ye, they are either masters of modern art, or chinese and foreign contemporary masters, and each of the ten can be independently exhibited. Today, through the Expo, a wonderful stage shared and co-created by the world, their works are gathered at the Biyun Art Museum in Pudong. This public welfare exhibition presents a total of 15 cultural relics and artworks created by the above 10 artists, from the first half of the 20th century to the beginning of the 21st century. The genre of works is based on Modern and Contemporary Chinese painting and calligraphy, as well as the world-renowned Asian contemporary artists and high-level Chinese Western paintings.

In the exhibition area of "Century-old Master - Qi Baishi", the works on display are the "Red Thread Theft Box" by the old man of Baishi. The exhibition area of "Double Walls on the Sea - Zhang Daqian and Huang Binhong" presents Zhang Daqian's "Hengtang Rain", "Dongdan Wang RenmaTu", "Amazing Talent", "Qiao mu Fanghui" a total of 4 works, as well as Huang Binhong's masterpieces "500,000 Volumes of Building Map" and "Picture Scroll of The Depths of Xishan Mountain" in his later years. The exhibition area of "Landscape Wizards - Fu Baoshi and Li Xiongcai" juxtaposes Fu Baoshi's "Reading Pictures of Tall People" and Li Xiongcai's "Yangtze River Bridge", which is intended to interpret the artistic historical significance of the two representatives of China's new landscape paintings.

Wu Guanzhong blended Chinese pen and ink and Western constructivism to form a unique artistic style, becoming a representative of Chinese art in the 20th century. The contemporary art section of the public welfare exhibition involves three authors, among whom Yayoi Kusama and Yoshitomo Nara are the star Japanese artists who have swept the Asian art market in recent years, and Liu Ye is a well-known contemporary Chinese artist and curator, who likes to express beautiful, cute and bright cartoon-like images, which adds a surreal meaning to his works.

This exhibition not only creates an opportunity for the general public to face the top cultural relics and artworks at home and abroad, but also presents the development process and important policies of the cultural relics and artworks section of the Expo to the public.

In 2021, with the support and guidance of the State Administration of Cultural Heritage, the Shanghai Municipal Bureau of Culture and Tourism (Shanghai Municipal Bureau of Cultural Heritage), together with the Bureau of Cultural Heritage, the Municipal Commission of Commerce, the Shanghai Customs, the Shanghai Branch of the State Administration of Foreign Exchange, the Waigaoqiao Free Trade Zone Customs and other relevant departments and units, relying on the convenience of customs clearance in the free trade zone and the service advantages of the Shanghai International Cultural Relics and Artworks Bonded Service Center, set up a cultural relics and artworks section for the first time at the Fourth Ciie Expo. During the period, the 41 cultural relics and artworks that reached a transaction intention were successfully retained in China after completing a series of procedures such as declaration, transaction, customs clearance, import, and payment of foreign exchange, and enjoyed preferential tax policies in accordance with regulations. The creation of the cultural relics and artworks section of the Fourth CIIE is the means and way to explore the first trial in the field of cultural relics and artworks and achieve further expansion and opening up, and it is also an important development goal to help shanghai accelerate the construction of an international cultural relics and artworks trading center during the "14th Five-Year Plan" period and strive to build a 100-billion-level art industry.
