According to the "Implementation Plan for the Pilot Reform of the Marriage Registration of Mainland Residents in Guizhou Province" issued by the Department of Civil Affairs of Guizhou Province, the marriage registration of residents in the province is handled by the marriage registration authority where one party's permanent residence is located, and extended to the marriage registration authority where the party's permanent residence is located or the place of habitual residence in the province.

Yang Ling, a staff member of the civil affairs window of the government service hall in Liupanshui Zhongshan District, Guizhou, said that more than 50 consultation calls were received about the "provincial general office" of marriage registration in just one day. Gong Youyuan's household registration is in Zhenfeng County, Qianxian Prefecture, while his wife Kong Demei's household registration is in Weining County, Bijie City, and with the help of the staff of the Kaiyang County Government Service Hall, the two became the first couple in Kaiyang County to successfully register the marriage of the "Province-wide General Office".
