"I don't know which message I sent before was considered spam, so I wanted them to look it up and tell me how to turn on sms again." Mr. Huang said that after the New Year's Day will usher in the Spring Festival, during the Spring Festival not only more New Year's text messages, the number of times the bank card is used, sometimes by sending relevant verification information to complete the bank card operation, so he wants to solve this problem in time before the Spring Festival.
However, as of now, Mr. Huang's SMS sending function has not been restored. The explanation given by China Telecom is that the sending permission was suspended due to the illegal text message content sent in the early stage and could not be directly lifted.

The system will suspend the SMS function for 90 days, and the restriction is expected to be lifted in early March. The person in charge reminded that the spam SMS identified by the system mainly includes commercial short messages in the "Provisions on the Administration of Communication Short Message Services" and the "Nine Prohibitions" in the "Telecommunications Regulations of the People's Republic of China" and the "Measures for the Administration of Internet Information Services".
Among them, commercial short messages (communication short message service management regulations) include short messages used to introduce and promote goods, services or business investment opportunities. Any organization or individual shall not send commercial short messages to the user without the user's consent or request, or if the user explicitly refuses; if the user does not explicitly agree, it shall be deemed to be rejected. Where the user explicitly refuses after consent, it shall be stopped.
The Ninth Prohibition (Telecommunications Regulations of the People's Republic of China and measures for the Administration of Internet Information Services) means that no organization or individual may use telecommunications networks to produce, reproduce, publish, or disseminate information containing the following contents: those that oppose the basic principles established in the Constitution; those that endanger national security, divulge state secrets, subvert state power, or undermine national unity; those that harm national honor and interests; those that incite ethnic hatred, ethnic discrimination, or undermine national unity; those that undermine state religious policies, propagate cults and feudal superstitions; and spread rumors. Disrupting social order or undermining social stability; disseminating obscenity, pornography, gambling, violence, murder, terror, or instigating crime; insulting or slandering others, infringing upon the lawful rights and interests of others; containing other content prohibited by laws or administrative regulations.
The person in charge told reporters that when the system detects the content sent by the user, containing the above illegal information, it will suspend its SMS sending function, and the specific time of the suspension will be dynamically adjusted in conjunction with the flood of spam SMS. But daily group texting will not be blacklisted.
