Recently, the winners of the 2021 PMI (China) Project Management Awards were announced, and ZTE was awarded the "Outstanding Project Award" in view of ZTE's outstanding performance in the DITO project in the Philippines. At the same time, ZTE Engineering Service PMO also won the "Annual PMO Award", and ZTE Engineering Project Management Ability was once again recognized by the industry authority.

In addition, at the Asia Pacific Cloud and Data Center Awards Ceremony in Singapore 2021, ZTE's DITO data center project was recognized by the industry and won the W.Media Mega Innovation Project (Automation) Award. As an important part of the construction of THE new generation of DITO network in the Philippines, the successful deployment of the data center project group ensures the rapid commercialization of DITO's nationwide 4G/5G network and greatly improves the quality of communication services in the Philippines.

Face the challenge head-on, here we have been

DITO means "here" in Filipino, and the operator, which is expected by the Filipino public, is determined to complete the nationwide coverage of 4G mobile services and fiber optic broadband services within 3 years, while accelerating the deployment of 5G mobile networks and improving the level of telecommunications infrastructure in the Philippines by providing world-class telecommunications services.

According to the plan, DITO will build 4G and 5G mobile communication networks covering most parts of the country from scratch. Among them, the wireless site project needs to complete many processes such as site planning, site construction, optical cable construction, data room opening, submarine cable leasing, core network construction and so on. In addition, starting from scratch also involves communication infrastructure projects such as site land acquisition, right-of-way acquisition and the introduction of mains electricity.

As a new operator, in a country with thousands of islands and dozens of active volcanoes, it is difficult to build a high-quality mobile network covering most of the country in a short period of time. ZTE, which was successfully selected as the largest turnkey project in the history of Philippine communications, stands with DITO, facing the enormous challenge of building a new high-quality network in a limited time.

High standards of project quality and schedule: The annual delivery volume of the project is 2-3 times the historical average, and the project quality reaches the highest standards in China and the Philippines.

The construction environment and engineering interface are extremely complex: the construction scope spans more than 700 cities and more than 20 islands; the main business covers more than 20 sub-businesses of wireless, wired and data center. In addition, nearly 20 government agencies and more than 1,000 communities have applied for construction permits and more than 70 power supply companies have applied for electricity.

Zero basis for business processes and human resources: project personnel, suppliers and service provider partners, as well as related businesses and processes, etc. are created and formulated from scratch.

Frequent occurrence of natural disasters such as volcanic typhoons: During the implementation of the project, more than 20 typhoons such as volcanic eruptions, more than 10 earthquakes of magnitude 5 or above, flood disasters in the rainy season, and the world's strongest typhoon "Swan" have brought great challenges to the construction safety, progress and quality of the project.

· The severe spread of the new crown pneumonia epidemic: The local area is one of the most serious epidemic countries in Southeast Asia, causing many chain reactions to transportation, logistics and transportation, personnel and construction safety.

In order to cope with a series of challenges, in the project planning, ZTE fully considers the development path of the DITO network, continuously adjusts and optimizes the site opening plan of each city according to the commercial city planning of DITO, balances the priority of the network commercial plan and the site opening task, and ensures the KPI performance of the commercial network to the greatest extent under the condition of ensuring the project delivery progress, and improves the user experience.

In the network deployment, fully using digital and intelligent cloud platforms and tools, ZTE's digital project delivery platform iEPMS (Intelligent Engineering Management System) has achieved end-to-end full-process business penetration. DITO, ZTE and outsourcing partners can manage the planning, progress, documentation and quality of the project in a full dimension through both mobile or web terminals, which greatly improves the efficiency of project delivery and project management. In addition, the cloud delivery model based on digital network deployment has improved the efficiency of network deployment under the epidemic.

Under the unified deployment of DITO, ZTE took the lead in achieving the goal in the three half-year milestone plans from January 2020 to June 2021. In the third month after the start of the project, the opening and joint commissioning of the test station was completed, and the First Call was successfully opened. In the end, which lasted 18 months and completed more than 1,700 full Turnkey sites, more than 5,000km of optical cables and more than 30 IDC data centers, DITO and ZTE jointly created a new speed in the Philippine telecommunications industry.

In the face of difficulties, ZTE AMB's innovative project management approach was recognized

ZTE's project team has extracted a set of innovative project management methods suitable for overseas large-scale turnkey engineering projects, referred to as AMB (Ability Special Combat Capability Creation; Method Management Method Innovation; Business Continuously Management Business Continuity Management), the core of which is to quickly assemble internal and external resources to build an excellent project team. Through the innovation of digital tools and management methods, the core business of the Turnkey project is efficiently managed, and the business continuity is guaranteed through the BCM mechanism and the cloud delivery innovation model in combination with the new normal of the epidemic. The essence of AMB's project management method is to grasp the "people, business, risk" elements of the project, special combat capabilities are the key, management method innovation is the core, and business continuity is the cornerstone.

Taking risk identification and control as an example, the BCM emergency plan launched by ZTE timely assessed the impact and took targeted countermeasures at different stages of the development of the epidemic. Gradually summarize the normalization of the epidemic work methods, institutionalize personnel protection, on-site punching, and health monitoring, and ensure continuous delivery and safe production under the adverse situation of disaster and epidemic. The high-quality delivery of the project exceeded the customer's expectations, established the ZTE delivery brand, and was praised by the leaders of the customer group as "the ZTE team is a delivery iron army".

To build a high-quality network, DITO will always be "here"

In March 2021, DITO released a commercial network and launched differentiated packages to build the DITO brand. When the network was commercially available for 4 months, the number of users had reached several million. As the number of commercial sites and commercial cities continues to increase, the number of users will continue to grow.

With the growth of the number of users, the existing network performance can no longer meet the needs of rapid traffic growth, ZTE boutique network construction through multi-dimensional solutions to help customers improve network performance.
