"The goods included in the list this time are all goods with strong consumer demand in recent years, and the purchase of these goods by the people through cross-border e-commerce channels is expected to be more convenient and affordable." This is not only conducive to enriching the supply of the domestic market, better satisfying consumers' yearning for a better life, but also conducive to promoting countries to share the opportunities in the Chinese market. Gao Lingyun, a researcher at the Institute of World Economics and Politics of the Chinese Academy of Social Sciences, said.

In April 2016, the Ministry of Finance and other relevant departments formulated a tax policy for cross-border e-commerce retail imports, and issued a list of cross-border e-commerce retail imported goods, which clearly allowed the scope of cross-border e-commerce retail imports and corresponding regulatory requirements.

"The list of cross-border e-commerce retail imported goods adopts a 'positive list' management. Since its release in 2016, the list has undergone many adjustments, and the number of commodity tariff lines has been increasing and the categories have become more abundant, which is conducive to promoting the development of cross-border e-commerce formats and promoting the high-quality development of trade. Tian Guofeng, executive deputy secretary general of the China Association of Trade in Services, said.

In addition, the adjustment of the list also includes the following aspects: adjusting the tariff number of some commodities according to the changes in the tariff lines of the mainland in recent years; and strengthening import supervision and management in order to implement relevant international conventions, and adjusting the remarks of some commodities. Industry insiders said that the above adjustments have been effectively linked with the relevant provisions previously issued, maintaining the consistency and authority of the system, and also reflecting the seriousness of the mainland's implementation of relevant international conventions.
