According to the "new three guarantees" regulations for automobiles that came into effect on January 1 this year, the consumer asked for a full refund of the car, but was coldly treated by the "three noes" that the 4S store and the FAW-Volkswagen 400 service hotline did not reply, did not contact, and did not solve.

The main thing involved is the 330TSI model, which is equipped with a 2.0T engine of the National V standard, in order to meet the more stringent national VI B emission requirements, a particle trap for filtering particulate emissions has been installed, but the device has the problem of easy clogging, and leads to a series of problems such as increased fuel consumption and power reduction of the vehicle.

Previously, the solution given by the manufacturer included: recommending that car owners avoid low-speed short-distance driving, as well as upgrading related software programs, but the actual effect can not make car owners satisfied. From January 1 this year, the new version of the car "three guarantees" was officially implemented, of which the third paragraph of article 24 for the first time included the "pollution control device" in the category of conditions that should be replaced or returned within the validity period of the three guarantees, and the particle trap belongs to such a device, which also makes the owners who were once "blocked" see the dawn.

Will the manufacturers fulfill the relevant obligations involved in the new version of the "three guarantees" of the car without discounting? The upstream news reporter had called the FAW-Volkswagen customer care hotline 4008-171-888 for consultation, and got a positive reply from the other party, saying that it had received a notice from the manufacturer that it would implement the relevant provisions of the new version of the car "three guarantees", and the owner of the Tanyue car who had a particle trap blockage could request the manufacturer to replace or return the car as long as it met the relevant conditions, and revealed that the manufacturer had launched the policy publicity and operation rules of the 4S stores across the country.

More than one car owner mentioned in the complaint that he hoped that 4S stores and manufacturers would fulfill the "three guarantees" regulations and provide return/exchange services for consumers, but they were ignored.

According to the new version of the "three guarantees" regulations, consumers put forward the request for replacement or return of the car, must meet the following conditions: first, the household car products within the validity period of the three guarantees (the new regulations require no less than 2 years or driving mileage of 50,000 kilometers, whichever comes first); second, can provide a valid purchase invoice and three guarantees of vouchers; third, the engine, transmission, power battery, driving drive motor, steering system, brake system, suspension system, transmission system, pollution control device, the same main parts of the body due to quality problems. If it is replaced twice in total and still cannot be used normally, the seller shall replace or return it. The new regulations also mention that if the vehicle has been maintained for more than 30 days due to quality problems, or more than 4 times due to the same quality problem, the consumer requests to replace or return the car, and the seller should also cooperate.

In the above complaint, why has the consumer's request for return and replacement not been met? Is the vehicle itself not in compliance with the "three" package regulations?
