The meeting mentioned that at present, the second batch of education and rectification, inspection, rectification and reform links have entered a critical stage of tackling tough problems and overcoming difficulties.
Immediately afterward, the second batch of court teams nationwide held a meeting to promote the promotion of the special rectification of stubborn and chronic diseases and the centralized rectification of prominent problems in the field of enforcement.
According to official sources, members of the national high courts, intermediate courts, and some grass-roots court teams attended the meeting.
Zheng Zhijun noted that in the course of education and rectification of the contingent of political and legal personnel, all localities have taken typical cases of violations of discipline and law in the political and legal system as a warning to the police by holding report meetings on education and rectification of honest administration and organizing "appearances and explanations" of former political and legal cadres and policemen who are serving sentences, and have warned cadres and policemen to know how to respect and abide by law and discipline, and to purify and restore the political ecology.

Since the launching of the education and rectification of the second batch of court contingents, the Supreme People's Court, the high people's courts, and the branches of the Xinjiang Uygur Autonomous Region Production and Construction Corps have resolutely eliminated the poisonous influence of Zhou Yongkang, Sun Lijun, and others; taking the negative examples of Huang Songyou, Xi Xiaoming, Zhang Jian, Zhang Jiahui, and Meng Xiang as mirrors, grasping the characteristics of the central and provincial political and legal organs, giving prominence to political construction, exemplary role, and establishing rules and regulations, adhering to high standards and high starting points, and achieving phased results in the education and rectification of the court contingent.
Among the five people named, Xi Xiaoming, Zhang Jian, Zhang Jiahui, and Meng Xiang were all investigated after the 18th National Congress.
Among them, Xi Xiaoming and Meng Xiang both served in the SPC.
Xi Xiaoming, a former vice president of the Supreme People's Court, was investigated in July 2015. Xi Xiaoming was accused of "seriously violating the decision-making and deployment of governing the country according to law," "violating secrecy discipline and leaking trial work secrets," and "seeking benefits for others and accepting property in civil litigation and other fields." In February 2017, Xi Xiaoming was sentenced to life in prison for accepting bribes of more than 114 million yuan.
Meng Xiang, a former member of the Adjudication Committee and director of the Executive Bureau of the Supreme People's Court, was investigated on July 16, 2021.
Zhang Jian and Zhang Jiahui both served in local high courts.
Zhang Jian, a former president of the Anhui Provincial High Court, was investigated in August 2019. He was accused of violating the law by enforcing the law, abusing cases for personal gain, wantonly interfering in judicial law enforcement activities, and even helping criminals involved in criminal syndicates and vices to commute their sentences and release them on parole and to retry and change their sentences. On September 14 this year, Zhang Jian was sentenced to 15 years for accepting bribes of 71.79 million yuan.
Zhang Jiahui (female) was once the vice president of the Hainan Provincial High Court and was once reported to have family assets of more than 20 billion yuan. In April 2020, Zhang Jiahui was sentenced to 18 years in prison in the first instance for accepting bribes, administrative perversion of justice, and fraud.
Among them, the crime of fraud appears on the fallen high-ranking officials is relatively rare.
The court said that in June 2001, the defendants Zhang Jiahui and his wife falsely helped others to unblock the relationship and mitigate criminal punishment, defrauding relevant personnel of property worth more than 1.43 million yuan.
In addition to the above four people, there is also a negative model within the court system, that is, Huang Songyou.
Huang Songyou, who was a former vice president of the Supreme People's Court, was investigated in 2008. At that time, he was the highest-ranking official in the national court system who had been ousted for corruption since the founding of New China.
On January 19, 2010, Huang Songyou was sentenced to life in prison for bribery and embezzlement.
The court found that between 2005 and 2008, Huang Song took advantage of his position as vice president of the Supreme People's Court and the convenience of his authority and status to seek benefits for five people, including Chen Zhuolun, a lawyer at Guangdong Legal Shengbang Law Firm, and successively accepted money from the above-mentioned personnel totaling more than 3.9 million yuan.
In 1997, Huang Songyou also took advantage of his position as president of the Zhanjiang Intermediate People's Court to collude with others to defraud the unit of 3.08 million yuan, and his personal share of 1.2 million yuan was obtained.
Behind the bitter criticism of the "black sheep" is the determination of the political and legal system to educate and rectify.

Zhou Benshun served as a member and secretary general of the Central Political and Legal Commission, and then parachuted into Hebei as the secretary of the provincial party committee. Zhou Benshun was investigated in July 2015 and sentenced to 15 years in prison in February 2017. Zhang Yue, a former member of the Standing Committee of the Hebei Provincial Party Committee and secretary of the Political and Legal Affairs Committee, was sentenced to 15 years in July 2018.
Zhao Zhengyong, the former secretary of the Shaanxi Provincial Party Committee, was sentenced to a suspended death sentence and sentenced to life imprisonment, and he amassed more than 700 million yuan. Public information shows that Zhao Zhengyong also worked in the political and legal system, and his first stop for accumulating wealth was the standing committee of the Shaanxi Provincial Party Committee and the secretary of the Political and Legal Committee.
