The latest issue of the "China Journal of Discipline Inspection and Supervision" published an article entitled "Forging an Iron Army of Discipline Inspection and Supervision in the New Era - Studying General Secretary Xi Jinping's Important Exposition on the Construction of the Contingent of Discipline Inspection and Supervision Cadres", which mentioned that the punishment of "black sheep" must not be loose or soft at any time, and must form a high-pressure warning and deterrence.
The article also lists the top ten "internal ghosts" investigated and handled by the Central Discipline Inspection Commission since the Eighteenth National Congress:
Since the Eighteenth National Congress of the Communist Party of China, the Central Discipline Inspection Commission has insisted on turning the blade inward, seriously investigating and dealing with Wei Jian, Cao Lixin, Liu Jianying, Yuan Weihua, Yuan Yifeng, Ming Yuqing, Zhang Huawei, Yang Xihuai, Qiu Daming, Jiang Guowen, and other black sheep that degenerated and degenerated, effectively safeguarding the purity of the contingent.
Wei Jian
According to a report reprinted by the People's Daily in 2015, Wang Qishan, then secretary of the Central Discipline Inspection Commission, spent more than 20 minutes in a speech talking about the "internal ghosts" encountered during the investigation and handling of the Li Chuncheng case (the former deputy secretary of the Sichuan Provincial Party Committee).
The Central Commission for Discipline Inspection investigated Li Chuncheng for more than a year, during which he "ran away from the wind and leaked gas." A Sichuan official of the Central Commission for Discipline Inspection lived in Sichuan for nearly a week and was received by Li Chuncheng and his secretary. After the incident occurred in the east window, the Central Discipline Inspection Commission dealt seriously with the cadre. This person was later confirmed to be Wei Jian, former director of the fourth room of the Central Commission for Discipline Inspection. According to media reports, Wei Jian was not only suspected of "running away from the wind and leaking gas" to Li Chuncheng, and during the investigation and handling of the Sichuan corruption case, he also reported to Zhou Yongkang, who was deeply involved in the Sichuan officialdom.
After his fall, Wei Jian truthfully confessed his crimes and was eventually sentenced to 15 years in prison for reporting clues exposing others' suspected major crimes and crimes.
Cao Lixin
Cao Lixin was sentenced in January 2017.
According to the court's trial, Cao Lixin took advantage of his position as the director of the Third Division of the Sixth Discipline Inspection and Supervision Office of the Central Discipline Inspection Commission, as well as the convenience of his authority and status, to provide assistance to others in matters such as case handling and work transfer, and illegally accepted property given by others totaling 85.26296 million yuan.
In the end, Cao Lixin was sentenced to 15 years.
Liu Jianying
He was an "iron bread man" in handling cases, but he was "planted" on his family. Liu Jianying, a former deputy bureau-level discipline inspector and supervisor of the Eleventh Discipline Inspection and Supervision Office of the Central Discipline Inspection Commission, is a typical example.
In the discipline inspection system, Liu Jianying is quite famous: he has participated in the investigation and handling of major and important cases such as Bo Xilai and Bai Enpei, and has also received awards for outstanding performance.
But on the other hand, Liu Jianying, who has been traveling for many years, consciously owes to his family, arranges for his family to hang up in a private boss company to eat empty pay, and helps his family to contract business projects to make profits to "make up for the deficit", and finally he was taken away to investigate.
Yuan Weihua
As early as 2017, the Central Commission for Discipline Inspection also launched a three-episode TV special film "Striking Iron Still Needs To Be Hard", which talked about the issue of strengthening the construction of the discipline inspection cadre team.
In the novella "Strictly Prevent Darkness Under the Lamp", a typical case of Yuan Weihua, former deputy director of the Sixth Discipline Inspection and Supervision Office of the Central Discipline Inspection Commission, is disclosed.
This 37-year-old department-level cadre was once a college entrance examination winner in his hometown and a high-caliber student at the Law School of Peking University; after graduating from university, he was directly admitted to the work of the Central Discipline Inspection Commission, participated in the investigation and handling of major and important cases such as Mu Suixin, Ma Xiangdong, and Wu Changshun, and was also awarded meritorious service.
From 2014 to 2015, Yuan Weihua investigated and handled relevant cases in Tianjin, and Huang Xingguo, then acting secretary of the Tianjin Municipal Party Committee and mayor, did not hesitate to "lower his dignity and nobility" and took the initiative to contact Yuan Weihua many times to inquire about the relevant information of the Wu Changshun case and the Yang Dongliang case, and also to obtain and inquire into some clues about Huang Xingguo himself. To this end, Huang Xingguo repeatedly invited Yuan Weihua to drink and eat, and gave valuable watches and other valuable gifts. Huang Xingguo himself was sentenced to 12 years in prison in the first instance in 2017 for accepting bribes.
Yuan Yifeng
Yuan Yifeng, who once participated in the investigation and handling of wan qingliang, Zhu Mingguo and other cases, is now sitting in the position of being examined. Yuan Yifeng had improper contacts with some bosses and used his position to make profits. After 2014, he saw that the cadres with problems within the organ were investigated and punished one after another, but he still took chances and missed the opportunity to turn back early step by step.
"In 2014, out of a kind of care and love for cadres, the party committee and department organs asked the heads of departments to visit their homes. At that time I had already moved into a house provided by a merchant, and my original house was for other relatives. At that time, I thought that if Director Wang came to visit the place where I actually lived now, I was afraid that the leaders would find out that I had improper contacts with some businessmen and bosses. Later, I considered acting in a play, in the house where I did not actually live, I accepted Director Wang's home visit, I taught my lover how to do it in advance, how to say it, and I also took a family portrait photo and hung it in that house. At that time, I was confused and passed, but I felt very uncomfortable in my heart, and I felt that I had deceived the leaders and the organization, and now I am also very uncomfortable. Yuan Yifeng introduced: "If you tell a lie, you may need hundreds of lies to cover up, and later sometimes Director Wang will send me home, and can only send me to that place, continuing one lie after another." ”
In July 2016, the Party Committee of the Central Commission for Discipline Inspection conducted a case review of Yuan Yifeng and found that Yuan Yifeng used the power of discipline inspection for personal gain and accepted 2.408 million yuan of property; at the same time, it also found that Yuan Yifeng was suspected of accepting huge bribes and other clues to other problems.
"In May, the head of the office interviewed each director according to the requirements of our organs, and talked about my paragraph, especially the integrity of the government, more severely. As a thief, I colluded with some business owners who had contacts, taught them how to say these things, and resisted the organization investigation. Yuan Yifeng said: "I thought these people would carry it for you, but in fact, no one will carry it." Once people reach the situation of only seeking self-protection, they are all seeking benefits and avoiding harm, and no one will bet on you for their personal future and family, so this kind of collusion is meaningless. ”
Ming Yuqing
"Striking Iron Still Needs Its Own Hardness" reveals that Ming Yuqing, a former bureau-level discipline inspector, supervisor, and deputy director of the Ninth Discipline Inspection and Supervision Office of the Central Discipline Inspection Commission, has successively contacted the southwest, northwest, and other regions. After investigation, Ming Yuqing has long had close relations with many leading cadres and businessmen and bosses, and after the Eighteenth National Congress of the Communist Party of China, Ming Yuqing still frequently went in and out of the hotel with them, ate and drank heavily, and continued to trade power and money.
Ming Yuqing: After becoming a bureau-level cadre, especially after becoming a deputy director, there are more friends around you, more people looking for you to eat, where is the socializing, people don't look at your status and power, and want to use you? But I didn't control this aspect of myself.
During the examination of Ming Yuqing, it was found that some local provincial and ministerial-level leading cadres even went to Ming Yuqing's home to eat and give gifts. The reason why these provincial and ministerial-level cadres have brought him closer together is naturally the power to enforce discipline and review in his hands.
Ming Yuqing: It's not convenient to eat at a restaurant, so I said let's have a meal at home, and I'll cook a meal at home.
And Ming Yuqing's association with them also has its own purpose. On the one hand, he used the power to enforce discipline and examine to establish relations with some party and government leading cadres and discipline inspection cadres; on the other hand, he greeted these leading cadres on the matter of entrustment by businessmen and bosses, and accepted tens of millions of yuan in money and goods.
Ming Yuqing: This is called a circle of friends, this is not a friend, this is a chain relationship of power, money, status and interests. I combed through more than 100 people, there were officials, there were businessmen, all kinds of things, (dating) too much. Why, I also look for (reasons) from myself, flies do not bite seamless eggs, because you have a seam to drill, people see where your weaknesses and problems are, people call for food, give you something to collect, and even give you money to take, just because you yourself are not walking correctly, people see you like this, he will come to you.
The investigation found that Ming Yuqing's brother, son and other relatives and specific related persons have obtained huge profits through Ming Yuqing's power rent-seeking. They are also under investigation as a result.
Ming Yuqing: They have heard about some of the things you have done, and if Dad can do this, they will also exploit loopholes, so they will also be damaged, so this family has failed, and they have not taken the right path and taken the crooked and evil ways. For their own family, in the final analysis, they are still seeking private interests for themselves
Zhang Huahua and Qiu Daming
Zhang Huawei is a senior cadre of the discipline inspection system, and once served as the director of the fifth office of the Central Discipline Inspection Commission and the deputy head of the first enterprise financial inspection group of the Central Organization Department. He was the first head of the Central Inspection Team to fall.
Qiu Daming is an "old discipline inspector" who has worked in the discipline inspection and supervision system for more than ten years. From the sunset on September 11 last year to the first-instance judgment, Qiu Daming's case lasted nearly 1 year and 2 months. During this period, as a typical example of the "black sheep" of the discipline inspection system, he was repeatedly named by the organ newspapers and periodicals of the Central Discipline Inspection Commission.
What should have been the power to supervise and enforce discipline, which was supposed to punish evil and promote good, has become a tool in the hands of Qiu Daming and others in exchange for human affection and private interests. If we relax our demands on ourselves, it is easy to lose ourselves in the face of power and interests and in the "hunt" of people with ulterior motives, and we will be reduced from loyal defenders of the party to corrupt elements spurned by the people.
Yang Xihuai
Yang Xihuai served as a member of the Standing Committee of the Fushun Municipal Party Committee and secretary of the Municipal Discipline Inspection Commission of Liaoning Province, a member of the Standing Committee of the Discipline Inspection Commission of Liaoning Province, and a deputy secretary of the Discipline Inspection Commission of Liaoning Province. In December 2018, Yang Xihuai was investigated.
In December 2018, the official website of the Central Commission for Discipline Inspection and the State Supervision Commission released the news that Comrade Yang Xihuai accepted the entrustment to take care of the person under review, leaked work secrets, accepted banquets and gifts that may affect the fair execution of official duties, and interfered in judicial activities.
In the end, Yang Xihuai was dismissed from the government and demoted to a non-leading position at the deputy department level.
Jiang Guowen
Jiang Guowen is a "tiger" who was investigated in September 2019.
Jiang Guowen was the deputy secretary of the Harbin Municipal Party Committee and the Secretary of the Discipline Inspection Commission of Heilongjiang Province, a member of the Standing Committee of the Heilongjiang Provincial Discipline Inspection Commission, and when he fell, he was the chairman of the Harbin Municipal Committee of the Chinese People's Political Consultative Conference.
According to a report by the Discipline Inspection Commission, Jiang Guowen neglected his duty and abandoned his duties in the course of supervising and enforcing discipline, violated discipline in enforcing discipline, and violated the law in law enforcement, turning public power into a tool for seeking private interests. In November 2020, Jiang Guowen was tried.
The court found that Jiang Guowen was seeking profits in project contracting, project promotion, enterprise management, litigation execution, and job promotion, and the amount of wealth accumulated was as high as 103.95 million.
