Eliminate the black sheep! Shandong investigated clues in cases involving criminal syndicates and vices

In accordance with the requirements of the education and rectification work of the political and legal contingent, this year, Shandong Province has deployed and carried out the work of investigating cases (clues) related to criminal syndicates and vices throughout the province. At the beginning of this year, Shandong Province organized special personnel to "look back" and comprehensively sort out the key cases and clues related to criminal syndicates and evil forces since the launch of the special struggle against organized crime and evil forces; a total of 83 cases (clues) were sorted out by the national and provincial anti-gang crime offices, 44 cases involving criminal syndicates that "have no umbrellas" and "big black umbrellas are small," 575 clues related to criminal syndicates and evil corruption or "protective umbrellas," and 359 clues related to criminal syndicates and evil forces that have been reported to the same target and checked for denied, all of which have established work accounts.

In order to ensure the comprehensive and orderly development of the investigation work, Shandong Province issued the "Implementation Plan for the Investigation of Cases (Clues) Involving Criminal Syndicates and Evil Forces", which stipulates in detail the scope and content of the investigation of cases (clues), the division of responsibilities, and the implementation steps. The provincial and municipal anti-organized crime offices are to take the lead in organizing and conducting a retrospective investigation of cases supervised by the national and provincial anti-gang crime offices and clues handed over by the central supervision group; in cases involving criminal syndicates and evil forces that "have black umbrellas without umbrellas" and "big umbrellas are small," the organs of the Provincial Discipline Inspection Commission and Supervision Commission are to take the lead in organizing localities to conduct a case-by-case investigation; and the provincial political and legal contingent is responsible for educating and rectifying the clues related to criminal syndicates and evil forces in a centralized and repeated manner and checking whether they are rejected, and the provincial political and legal contingent is responsible for organizing the city and county levels to conduct retrospective investigations. It also organized and held a video training meeting on the investigation of cases (clues) involving criminal syndicates and vices throughout the province, conducted special training for relevant personnel, and further refined the division of responsibilities and labor of all relevant units and personnel.

The Shandong Provincial Anti-Organized Crime Office took the lead in setting up two roving supervision groups, led by departmental-level cadres, and sent 83 cases (clues) to cities and counties to carry out roving supervision in a targeted manner; within the provincial-level guidance groups for the education and rectification of the provincial political and legal contingent, one supervisor of the anti-organized crime and anti-evil work who was familiar with the work related to the special struggle against organized crime and evil was identified, and the leader of the guidance group was assisted in the work of linking the work of eliminating organized crime and eliminating evil forces with the education and rectification of the political and legal contingent, and at the same time was responsible for supervising the investigation of 155 cases (clues); since the stage of investigation and rectification, Further increase the intensity of supervision work, screening 40 key cases (clues) to the central supervision group for key supervision and attention, the implementation of high-level supervision; screening of 42 key cases (clues), by the provincial anti-gang crime office and the provincial education and rectification office jointly listed supervision, the implementation of joint supervision. All supervision groups and guidance groups have kept a close eye on specific cases, key contradictions, and prominent problems, persisted in tearing up the opening of key case supervision, and made all-out efforts to promote the implementation of the work of reversing investigations, thus effectively preventing the phenomenon of "going through the motions" of the sum of large sums of large sums. For every case and every clue that needs to be investigated, elite soldiers and strong generals are dispatched, special work classes are formed, work responsibilities and completion time limits are clarified, and the investigation is closed together and the number is cancelled together. The Shandong Provincial Anti-Organized Crime Office and the Education and Rectification Office dispatch the work progress of various relevant departments in various localities every week to fully understand the work situation on the surface. For localities and units where work is ineffective and progress is slow, promote the acceleration of work progress by circulating criticisms and interviewing the responsible persons of units. For problems discovered in work, promptly conduct research and coordinate solutions, employing methods such as promotion, cross-checking, and designating jurisdiction in different places, to eliminate difficulties and resistance encountered by local levels in the process of case handling and lead verification, and to ensure that the investigation of key cases (leads) is advanced as scheduled.

With regard to newly filed cases involving criminal syndicates and evil forces, we should persist in making concerted efforts by discipline inspection and supervision organs and political and legal organs, closely cooperate with the anti-gang crime office and the education and rectification office, strictly implement work mechanisms such as "handling cases in dual special classes," and ensure that the criminal syndicates and evil forces and their "protective umbrellas" are swept away in one net, and the black sheep are thoroughly eliminated.
