Countries are in action! The EU Chip Act was promulgated, foreign media: Huawei is stable!
The United States uses chip hegemony to suppress Chinese companies such as Huawei, coupled with the "chip shortage" caused by the epidemic, so that all countries in the world are aware of the importance of chip independence.
For a long time, chips have been called the "heart" of science and technology, just like computers, mobile phones and other technology products, if the core chip fails or fails, it will inevitably fall into paralysis in an instant.

In order to achieve chip independence, countries are now in action! Japan, for example, has held high the banner of subsidies in the past few months, inviting chip giants such as TSMC and Intel to build factories in the country. In the case of TSMC, for example, under the terms set out by the Japanese authorities, if it agrees to build a factory in Japan, it will receive about $3.47 billion in subsidies. Even a super chip manufacturing giant like TSMC can hardly ignore this huge subsidy.
In addition to Japan, many countries in the European Union have also launched similar actions. As early as the end of 2020, 17 EU countries such as France, Germany and Italy decided to spend 145 billion euros, about 1.15 trillion yuan, to develop high-end semiconductor technology. At the same time, according to the internal planning of the European Union, they will create a semiconductor supply chain that does not rely on US technology and is exclusive to Europe.
"Build a European semiconductor supply chain that does not rely on US technology"! Obviously, after watching Huawei being attacked by the United States using chip hegemony, many EU countries also realized the importance of chip independence, and EU member states also realized that the United States was unreliable after all.
The latest news shows that after more than ten months of consultations, the EU has preliminarily determined the local chip support plan. Recently, the EU Chip Act was promulgated, with a total value of about 310 billion yuan, which will be used to develop European chip equipment, production lines and personnel training projects.
In addition, the EU has also established a special chip base to encourage start-ups to finance chip research and development; finally, the EU has also set up a semiconductor equity investment fund to support European companies to expand the chip market.
It can be found that the local chip support plan jointly negotiated by eu countries is still very comprehensive, if it can be implemented, then European semiconductors will have a great probability of rising, to achieve its earlier target of more than 20% of the global chip production capacity in 2030.
The mainland, since Huawei was maliciously suppressed by the United States, has also launched a chip independence plan. As early as the end of 2020, the state took the lead in establishing the "Oriental Core Port" integrated circuit comprehensive industrial base in Shanghai, with the goal of building the first chip highland in China.
According to the document plan, in 2025, "Oriental Core Port" will realize advanced, mature and characteristic three processes into the international ranks, EDA tools, photoresists, large silicon wafers and other key technologies to make breakthroughs, more than 2 kinds of key equipment into the global leading manufacturing enterprise procurement system.
Foreign media: Huawei is stable!
All countries are in action, and they are all making every effort to forge their own chip highlands! Based on the current situation, many foreign media have also frankly said: Huawei is stable! Previously, in the global chip industry, American technology dominated, which is why after the promulgation of a paper ban in the United States, international chip giants such as TSMC and Samsung did not dare to cooperate with Huawei. But now, Europe, Japan and China are engaged in chip supply chains that do not rely on US technology, and once any party makes a breakthrough, Huawei can take advantage of the situation to break the US ban.
"It should be noted that Huawei's global business is huge, and many European and Japanese technology giants are looking forward to cooperating with Huawei, but they are restricted by the US chip ban." But now, all countries are engaged in chip independence, and the United States is also intentionally excluded by other countries, which is the biggest good news for Huawei and even non-US chip companies.

More critically, the United States is now also suffering from "lack of core". According to the United States itself, the current inventory of key chips in the country can only be maintained for 5 days, and in 2019, this figure is 40 days, and it is clear that the United States has also been affected by the "core shortage crisis" that has swept the world.
As the world's largest semiconductor country, the anti-risk ability of the US semiconductor supply chain is not as strong as the outside world thinks, as long as it encounters force majeure factors such as the epidemic and extreme weather, overseas suppliers are forced to stop supply, and the United States cannot sustain it for even a week.
In order to change this situation, the United States recently passed the latest chip bill, which will allocate $300 billion to help the development of the semiconductor manufacturing industry in the United States. However, the industry is generally not optimistic about this, because the chip manufacturing level in the United States is relatively weak, and it is difficult to solve the problem in a short period of time.
More critically, the previous chip ban issued by the United States against Chinese companies has made other countries wary and have the idea of technological de-beautification. In this context, the United States intends to reconstruct the local semiconductor industry plan, and it is not easy to smoothly implement it.
