It is proposed to strengthen the salary income guarantee for compulsory education teachers, ensure that the average salary income level of compulsory education teachers is not lower than the average salary income level of local civil servants; improve the inclusive preschool education funding guarantee mechanism, introduce the national level of public funding standards for preschool education students, promote the local improvement and implementation of the public funding standards for public kindergarten students or the standards for public funds per student, and the standards for inclusive private kindergarten students, and improve the salary income level of kindergarten teachers.
