The "Opinions" clearly states that the goal of the work is to form a number of demonstration areas and projects in the city, and comprehensively promote the construction of sponge cities with points and areas. Through the construction of sponge cities, comprehensive measures of "infiltration, stagnation, storage, net, use and discharge" are adopted to minimize the impact of urban development and construction on the ecological environment and realize the local consumption and utilization of rainwater.

The "Opinions" make it clear that it is necessary to adhere to the concept of green development, deeply implement the new urbanization and water security strategy, take the improvement of urban flood control and drainage, water supply guarantee capacity, water resource conservation, protection and improvement of urban ecological environment as the overall goal, take government overall planning, departmental collaboration, and social participation as the basic way, take the national and provincial sponge city construction pilots as the demonstration traction, and in accordance with the "Technical Guidelines for the Construction of Sponge Cities", comprehensively use a variety of means such as source emission reduction, process control, and system governance to effectively control rainwater runoff. Construct an urban benign water circulation system that combines self-purification and self-infiltration, proper storage and drainage, and combined drainage, which provides important support for promoting the construction of urban ecological civilization and the healthy development of urbanization.

The "Opinions" make it clear that it is necessary to adhere to the guidance of planning, promote the preparation of planning, strictly implement the plan, and improve technical standards. Promote the construction of sponge-type towns by category, accelerate the construction of sponge-type urban new areas, orderly implement the transformation of sponge-type old cities, and do a good job in the construction of sponge-type counties and small towns. Comprehensively promote the construction of key projects, promote the construction of sponge-type buildings and residential quarters, do a good job in the construction of sponge-type urban roads and squares, strengthen the construction of sponge-type park green space, solidly carry out the construction of sponge bodies of public service facilities, strengthen the construction of urban drainage and flood prevention facilities, and do a good job in the protection and restoration of urban water systems.
