At the recent two sessions held in various places, many places announced the "construction drawings" of green and low-carbon development. Beijing will promote the synergy of pollution reduction and carbon reduction, and steadily promote carbon neutrality actions; Shanghai will launch the construction of Chongming Carbon Neutral Island, Changxing Low Carbon Island and Hengsha Zero Carbon Island, and actively build a carbon neutral demonstration zone; Zhejiang proposes to implement a comprehensive conservation strategy, promote resource conservation and intensive recycling, and advocate a simple, moderate, green and low-carbon lifestyle... To promote the comprehensive green transformation of economic and social development, all localities are taking solid steps.

2021 is the first year of the 14th Five-Year Plan, and it is also a key year to promote the synergy of pollution reduction and carbon reduction and promote the comprehensive green transformation of economic and social development. Energy conservation and consumption reduction were solidly promoted, and energy consumption per unit of GDP fell by 2.7% year-on-year; clean energy consumption developed rapidly, and the proportion of consumption such as natural gas, water, nuclear, wind and photovoltaics reached 25.3%, an increase of 1 percentage point year-on-year; renewable energy power generation increased steadily, reaching 2.48 trillion kWh, accounting for 29.8% of the total social electricity consumption; the output of green products grew rapidly, and the output of new energy vehicles and solar cells increased by 145.6% and 42.1% year-on-year, respectively. This year, we unswervingly followed the path of ecological priority, green and low-carbon development, and focused on promoting the comprehensive green transformation of economic and social development, and achieved remarkable results. The "14th Five-Year Plan" is a critical period and window period for carbon peaking, in the face of new situations and tasks, further enhance the ability to promote green and low-carbon development, in order to better practice the concept of green development.

General Secretary Xi Jinping stressed: "Achieving the goal of 'double carbon' is a broad and profound change, which cannot be achieved easily." "To accelerate the establishment and improvement of a green and low-carbon circular development economic system, it is difficult to "system"; to promote the comprehensive green transformation of economic and social development, it is difficult to be "comprehensive", the key lies in improving the ability of strategic thinking, and the system concept runs through the whole process of "double carbon" work. For example, to deal with the relationship between development and emission reduction, it is necessary to coordinate energy supply and price stability, energy consumption dual control, etc. Last year, the output of industrial raw coal above designated size increased by 4.7% year-on-year, effectively ensuring the safety and warmth of the masses through the winter and the stable operation of the economy; at the same time, resolutely curbing the blind development of the "two highs" project and achieving a quarterly decline in energy consumption. To implement the decision-making and deployment of the Party Central Committee in a down-to-earth manner, it is necessary to fully understand the urgency and arduousness of achieving the "double carbon" goal, improve the ability of strategic thinking, run the system concept through the whole process of work, and properly handle the relationship between development and emission reduction, the relationship between the whole and the part, the relationship between long-term goals and short-term goals, and the relationship between the government and the market.

For all localities, green and low-carbon development is also an opportunity to promote the transformation and upgrading of the economic structure. For example, the Work Report of the Guangdong Provincial Government shows that in 2021, Guangdong will vigorously promote green manufacturing and clean production, accelerate the adjustment of energy structure, and put into operation 5.49 million kilowatts of offshore wind power, 2.25 million kilowatts of photovoltaic power generation, and 700,000 kilowatts of pumped storage. In Beijing, in order to help the "Green Winter Olympics" provide natural gas and hydrogen energy with low emission characteristics, the four new lines built by the State Pipeline Network Group were all put into operation at the end of last year, and more than 30 hydrogen refueling stations were built by Enterprises such as PetroChina and Sinopec. Behind this is the Beijing Winter Olympics' great emphasis on green and clean energy, which for the first time in the history of the Olympic Games has achieved 100% green power supply for all venues, and it is expected to consume a total of about 400 million kWh of green electricity, which can reduce the combustion of standard coal by 128,000 tons and reduce carbon dioxide emissions by 320,000 tons. Only by seizing the opportunities brought by green and low-carbon development can we accelerate the formation of an industrial structure, production mode, lifestyle and spatial pattern that conserves resources and protects the environment.

Green is the foundation of a better life and the expectation of the people. From the green energy-saving transformation of cities and towns, the integration of building photovoltaics, to the implementation of environmental trusteeship services, the growth of green environmental protection industries, and the coordinated promotion of high-quality economic development and high-level protection of the ecological environment, there is a long way to go, and it is urgent to "make the vast and subtle" change the development mode and lifestyle. Focusing on the big picture, starting from the small place, being good at overall planning and coordination, forming a work synergy, and promoting green and low-carbon development with a system concept, we will certainly be able to achieve a comprehensive green transformation in the new development stage and promote the sustained and healthy development of the mainland economy.
