"Fight first and make up later" is to implement compulsory immunization against major animal diseases such as highly pathogenic avian influenza and livestock foot-and-mouth disease, and farmers purchase compulsory immunization vaccines and inject themselves, and declare compulsory immunization vaccine subsidies according to procedures. The implementation of the "first hit and then make up" model, farms (households) can purchase vaccines according to their actual needs, effectively solve prominent problems such as "the dislocation of immunization responsibility subjects, vaccine supply and demand mismatch", and help gradually form a long-term mechanism for farm households to purchase independently and self-immunize, and comprehensively improve the prevention and control capabilities of major animal diseases.

This year, the policy of "fight first and make up later" was fully promoted for the first time in Hunan Province for large-scale farms, and farms (households) that reached the specified scale can be voluntarily declared. Since January, the staff of the County Animal Husbandry and Fisheries Affairs Center has publicized the relevant policy of "hitting first and making up later" to all farms in the jurisdiction through households and WeChat groups, helping the heads of households to do a good job in system registration and qualification declaration in a timely manner. At present, 92 farms (households) in the county have registered information in the system, of which 71 households have applied for qualification review, and finally 57 households have passed the qualification review at the county and township levels.
According to the requirements of the document, the double card will strictly supervise the immunization behavior of farms (households) participating in the "first hit and then supplement" in accordance with the principle of "information for the record, qualification for application, self-exemption with commitment, procurement record, immunization verifiable, effect evaluation, and file traceability", and entrust the animal disease prevention and control center at or above the county level or a third-party testing agency to evaluate the immunization effect of the farms (households) that declare "first hit and then make up", and after passing, they will issue compulsory immunization vaccine purchase subsidies.
