The Sichuan Provincial Action Plan for Improving the Quality and Cultivating Excellence of Vocational Education (2021-2025) was released

Recently, the "Sichuan Provincial Vocational Education Quality Improvement and Excellence Action Plan (2021-2025)" (hereinafter referred to as the "Action Plan"), jointly formulated by the Provincial Department of Education, the Provincial Development and Reform Commission and other nine departments, was released to comprehensively deploy the high-quality development of vocational education in our province.

In 2025, we will strive to achieve the goal of "double 15-double 50"

The "Action Plan" makes it clear that by 2025, strive to achieve the goal of "double 15-double 50", that is, build 15 high-level higher vocational schools and 50 high-level professional groups, build 15 high-level cultivation schools, build about 50 national high-quality secondary vocational schools, and strive to upgrade existing projects in the next round of dynamic adjustment of the national "double high plan", add 2-3 new higher vocational school professional groups into the national construction list, and strive to rank in the forefront of the country in the selection of secondary vocational high-quality schools.

The "Action Plan" proposes that 9 major actions will be implemented: the political leadership "soul casting and educating people" action, the hierarchical "coordinated development" action, the industry-education integration "collaborative education" action, the talent training "convergence and integration" action, the education reform "connotation improvement" action, the "lifelong learning" action to serve the whole people, the condition guarantee "standard and strong foundation" action, the service area "highland construction" action and the exchange and cooperation "export expansion" action.

According to the relevant person in charge of the Provincial Department of Education, the Action Plan mainly has four characteristics:

Reflect the characteristics of Sichuan. It has systematically designed a package of major projects and key tasks to promote the high-quality development of vocational education, including a number of major projects with Sichuan characteristics, such as the provincial "Double High Plan", "Three Projects", "Industry-Education Integration Demonstration Project", and "Undergraduate Level Talent Training Reform Pilot".

Be problem-oriented. The 5-year construction cycle and the specific goal of "Double 15-Double 50" are clarified, and 9 major actions and 25 measures are systematically designed, focusing on the integration of industry and education, vocational education undergraduates, teacher performance, 1+X certificate system pilots, and the construction of vocational education college entrance examination system.

Quantify the target task. The 9 major actions and 25 initiatives include 51 key tasks and 67 specific quantitative tasks, forming a list of key tasks.

Strengthen synergy and linkage. The Action Plan will be jointly issued by 9 provincial departments, and the key tasks will involve 12 provincial departments and 20 departments and offices within the department. Give full play to the role of all parties and form a joint force to promote the high-quality development of vocational education.

Carry out the pilot comprehensive reform of "three all-round education"

According to the "Action Plan", our province will implement the construction plan for the demonstration curriculum of secondary vocational moral education, carry out the construction of the higher vocational ideological and political curriculum and the "curriculum thinking" project, and carry out the pilot work of the comprehensive reform of "three all-round education". Introduce implementation opinions on further optimizing the layout structure of secondary vocational schools, implement the "three projects" for secondary vocational schools, build 100 provincial-level secondary vocational schools, 200 famous majors, and 100 famous training bases by 2025, build about 50 national high-quality secondary vocational schools, and demonstrate and lead the reform and development of secondary vocational education in the province. Vigorously promote the construction of applied universities, build 15 application-oriented universities with exemplary and leading roles, and build 50 applied brand majors and 100 applied brand courses. By 2025, the enrollment scale of vocational undergraduate education will not be less than 10% of the enrollment scale of higher vocational education.

Establish a provincial-level leading group for the promotion of the integration of industry and education, build a Sichuan industry-education integration information platform, issue implementation opinions on further optimizing the professional settings of vocational schools, and withdraw and eliminate majors with oversupply, low employment rates, and the disappearance of occupational positions. Accelerate the training of technical skills talents in the rural revitalization strategy, and build 6 national-level and 15 provincial-level high-quality schools and agricultural research institutes for rural revitalization talent training. Comprehensively implement the modern apprenticeship system and the new apprenticeship system of enterprises, and strengthen the "dual main body" of school-enterprise education and the "dual identity" of student apprenticeship. Support state-owned enterprises and large private enterprises to hold or participate in vocational education, implement provincial-level industry-education integration demonstration projects, build 50 industry-education integration brands with Sichuan characteristics and national influence by 2025, and build 30 high-level specialized industry-education integration training bases or industrial colleges.

Establish a "vocational education college entrance examination" system, improve the secondary vocational school students' academic level examination system, and gradually realize the integration of the secondary vocational academic level examination with the "vocational education college entrance examination". By 2025, the proportion of graduates of higher vocational schools entering undergraduate courses will reach about 20%, and the proportion of graduates of secondary vocational schools enrolled in higher vocational schools will reach about 50%.
