The white paper shows that in the next five years, China Aerospace will promote the comprehensive development of space science, space technology and space applications, and start a new journey of comprehensively building a space power.

Accelerate the transfer and transformation of aerospace technology achievements to the economy and society, and cultivate and develop new space economy formats such as space tourism, space biopharmaceuticals, space debris removal, and space testing.

In terms of space transport systems, we will continue to improve the comprehensive performance of space transport systems and accelerate the upgrading of carrier rockets. Promote the development of the carrier rocket type spectrum, develop and launch a new generation of manned carrier rockets and high-thrust solid carrier rockets, and accelerate the development of heavy carrier rocket projects. Continue to carry out key technologies for reuse of space transportation systems and demonstrate and verify them. In view of the needs of flight launches, we will develop new rocket engines, combined power, upper stages and other technologies, and expand diversified and convenient access to space capabilities.

In terms of manned spaceflight, we will continue to implement the manned spaceflight project, launch the "Qingtian" experimental module, the "Dream Sky" experimental module, the "Sky Survey" space telescope, as well as the "Shenzhou" manned spacecraft and the "Tianzhou" cargo spacecraft, fully build and operate the Chinese space station, build a national space laboratory, and carry out the long-term stay of astronauts, large-scale space science experiments, and space station platform maintenance. Deepen the demonstration of the manned lunar landing plan, organize the development of key technical research, develop a new generation of manned spacecraft, and consolidate the foundation for manned exploration and development of the Earth-Moon space.

In terms of deep space exploration, we will continue to implement lunar exploration projects, launch the "Chang'e-6" probe, complete the sampling return of the lunar polar region, launch the "Chang'e-7" probe, complete the high-precision landing of the lunar polar region and the leap detection of shadow craters, complete the key technology research of the "Chang'e-8" mission, and jointly carry out the construction of the international lunar research station with relevant countries, international organizations and international partners. Continue to implement planetary exploration projects, launch asteroid probes, complete near-Earth asteroid sampling and main-belt comet exploration, and complete key technologies such as Mars sample return and Jupiter exploration. Demonstrate implementation plans such as marginal exploration of the solar system.

Wu Yanhua, deputy director of the China National Space Administration, also introduced that according to the "Fourteenth Five-Year Plan," the mainland should complete the completion and operation of major national projects that began to be implemented ten years ago, including manned spaceflight projects, Beidou projects, and high-resolution Earth observation systems, as well as scientific analysis of scientific research data and lunar soil that "orbit, fall, and return" of lunar exploration projects. There are three more missions that follow the fourth phase of the lunar exploration

Liu Jizhong, director of the Lunar Exploration and Aerospace Engineering Center of the China National Space Administration, introduced that since the implementation of the lunar exploration project in 2004, by 2020, the "Chang'e-5" returned to the earth with lunar samples, and successfully completed the "orbit, fall and return" target tasks of the first, second and third phases of the lunar exploration project. After planning, the fourth phase of the lunar exploration included four missions.

The first mission, chang'e-4, which we have already launched, landed on the far side of the moon and has been successfully implemented. There are three follow-up missions: one is "Chang'e 6", which will go to the high-value areas of the moon for sampling and return; "Chang'e 7" is mainly to conduct scientific exploration of the lunar polar region, especially the distribution of water on the moon; "Chang'e 8" will carry out scientific exploration of the polar region and verify the key technologies for the follow-up of scientific research stations.

The entire fourth phase of lunar exploration basically aims to achieve the basic goal of building a scientific research station, and at the same time lays the foundation for the subsequent construction of an international lunar scientific research station with international cooperation. We are also in close communication and coordination with our international counterparts on these missions, and will work together to carry out relevant detections. For example, the Chang'e-7 mission has signed an agreement with Russia's luna-26 to jointly conduct exploration. According to the current overall development progress, around 2025, we will complete the relevant work of "Chang'e 6" and "Chang'e 7", and carry out the development of "Chang'e 8"; before 2030, we will complete the launch of "Chang'e 8". In summary, by 2030, we can achieve the expected results in the fourth phase of the lunar exploration.

Zhao Jian, director of the Earth Observation and Data Center of the China National Space Administration, introduced that the "Xihe" satellite is the first scientific and technological experimental satellite for solar exploration on the mainland. The successful launch of the Taiyuan Satellite Launch Center on October 14 last year marked that the mainland officially entered the era of space exploration, and after more than three months of on-orbit tests and experiments, this satellite has completed more than 40 technical verifications of the satellite platform, more than 290 times of detection and imaging of the sun, the platform and related payloads of the satellite are stable and normal, and the functions and performance meet the general requirements for development.

Zhao Jian pointed out that the "Xihe" landing on the sky to explore the sun is following the successful realization of the lunar sampling return by the "Chang'e 5" and the successful realization of the "orbiting, falling, and patrolling" exploration of Mars by the "Tianwen-1" and within a year's time, the exploration of the earth, planets, and stars in the solar system has achieved full coverage, playing a "trio" of deep space exploration, and contributing wisdom and strength to the construction of a space power.
