Last year, the growth rate of new energy vehicle ownership in Hainan ranked first in the country

In 2021, Hainan new energy vehicles handed over a brilliant report card: a total of 58,700 new energy vehicles were promoted throughout the year, an increase of 88% year-on-year, and 235% of the annual promotion target was completed, and the number of new energy vehicles in the province has reached 122,400, with a growth rate of 91%, ranking first in the country. This is what a Hainan Daily reporter learned from the Provincial Department of Industry and Information Technology on January 25.

By the end of last year, the promotion of new energy vehicles in the personal field in Hainan Province reached 48,400 units, accounting for 82.4% of the total promotion, showing that the recognition of new energy vehicles in the personal automobile consumption market in Hainan Province has been continuously improved. At the same time, the proportion of new energy vehicle ownership in Hainan Province also rose to 7.2%, an increase of 3 percentage points over the same period in 2020, 1.7 times higher than the national average (2.6%), and the market penetration rate increased to 25.8%, 13.1 percentage points higher than the national average.

In March 2019, Hainan Province promulgated and implemented the "Hainan Provincial Clean Energy Vehicle Development Plan", becoming the first region in the country to propose a "ban on the sale of fuel vehicles" timetable in 2030 and a roadmap for clean energy vehicles in all segments.

Hainan for three consecutive years to introduce the province's new energy vehicle promotion action plan, and the introduction of "to promote consumption" policy, to cultivate and expand the new energy vehicle consumption market, last year, the Provincial Department of Industry and Information Technology, together with relevant departments, the city and county governments to increase the promotion of new energy vehicles, provinces, cities and counties have successively introduced to promote the consumption of new energy vehicles incentive policies, and for the third consecutive year in Qiong held the World New Energy Vehicle Conference, the construction of the world new energy vehicle experience center, to create a good atmosphere for the promotion of new energy vehicles.

For two consecutive years, Hainan Province has carried out 18 new energy vehicle activities in 12 cities and counties to promote the penetration of new energy vehicles into towns and villages. Last year, the turnover of new energy vehicles in Hainan Province reached 170 million yuan, and the activities of Wenchang, Qionghai and other places also sank to the townships for the first time, allowing rural residents to experience new energy vehicles at their doorstep.

It is reported that the top 5 cities and counties in Hainan Province to complete the promotion of new energy vehicles last year were Dongfang, Qiongzhong, Baisha, Sanya and Lingshui, with completion rates of 1280%, 737%, 501%, 316% and 281% respectively, with a rapid growth rate.

Hainan Province has also continuously optimized the use environment of new energy vehicles, continued to control the indicators of fuel vehicles, promoted the implementation of differentiated preferential policies for new energy vehicle traffic management in the province, set up more than 1500 special parking spaces for new energy vehicles in Haikou, Sanya, Danzhou, Qionghai and other places, and set up green channels for new energy vehicle registration in many places.

Hainan Province has also steadily promoted the construction of charging/replacing infrastructure in the province in accordance with the layout and construction principle of "accompanied by vehicle piles and moderately advanced". According to the statistics of the Provincial Development and Reform Commission, as of the end of last year, the province has built more than 40,000 charging piles, maintaining a new energy vehicle-to-pile ratio of 2.4:1, and initially having the conditions for electric vehicles to travel around the island.

At the same time, Hainan Province is also actively exploring the development of the power exchange model, and in October last year, Sanya was successfully shortlisted as a pilot city for the power exchange model of the Ministry of Industry and Information Technology.

Xu Tao, director of the New Energy Vehicle Development and Supervision Department of the Provincial Department of Industry and Information Technology, said that this year the Provincial Department of Industry and Information Technology will work with relevant departments and cities and counties to work together from the three aspects of "banning sales, promotion, and charging facilities construction", in accordance with the provincial government's goal of gradually approaching the "ban on the sale of fuel vehicles", optimize the regulation and control policy of passenger car indicators, reduce the increase of fuel vehicles from the source; and study and formulate provincial incentive and compensation policies to encourage the use of new energy vehicles in 2022, carry out pilot projects for new energy vehicles to replace electricity with new energy vehicles, increase pollution, Promote new energy vehicles in the field of commercial vehicles with concentrated exhaust emissions.

At the same time, Hainan Province will also do a good job in the construction of charging and replacing infrastructure, strive to control the vehicle-to-pile ratio below 2.5:1, encourage internal special charging facilities to open to the society, and make breakthroughs to solve the problem of charging piles entering the community; and through the adoption of differentiated policy incentives, continue to optimize the use environment of new energy vehicles, and ensure that the proportion of new energy vehicles in Hainan Province continues to maintain the national leader.
