On January 26, the National Development and Reform Commission and the Ministry of Commerce issued opinions on several special measures for Shenzhen to build a pioneering demonstration zone of socialism with Chinese characteristics to relax market access, which proposed to support Shenzhen's unified layout of new energy vehicle charging and replacement infrastructure construction and operation.

Support Shenzhen's unified planning, construction and operation of new infrastructure for the integration of charging, replacing, storage and discharging of new energy vehicles, relax market access restrictions for integrated products and services, and promote the application of vehicle-road collaboration and unmanned driving technology. Focus on accelerating the layout of rapid charging and replacing facilities in service areas along trunk highways, promote the construction of centralized charging and replacing facilities in parking lots in urban areas, industrial parks, scenic spots and public service places, simplify project reporting procedures and approval processes for planning and construction, fire protection design review and acceptance, etc., and break down hidden barriers to market access.

Encourage relevant enterprises to carry out business model innovation demonstrations around the charging and replacing business, explore a prudential supervision system that is inclusive and innovative, support and guide power grid enterprises, new energy vehicle production, battery manufacturing and operation, transportation, real estate, property and other related fields to establish investment, construction and operation companies in accordance with market-oriented methods, encourage innovative ways to carry out various types of business cooperation, and improve the operational efficiency of charging and replacing businesses.
