The lag of charging and replacing facilities restricts the development of the new energy automobile industry in our province

Yang Mingyan said that new energy vehicles are running all over the ground, and charging and replacing guarantees are indispensable. The new energy vehicle charging and replacing industry is a key chain in the new energy vehicle industry chain, and our province should seize the opportunity of the development of the new energy industry and make a fuss around the new energy vehicle industry chain.

With the maturity of new energy vehicle charging and replacing technology, the battery mileage continues to increase, new energy vehicle batteries can be rented and sold, and the cost of new energy vehicles to buy and maintain cars has been greatly reduced. At the same time, the new energy vehicle substation has been fully rolled out in major hub cities across the country with its advantages of 3-minute automatic power exchange, battery one-stop maintenance and recycling, easy installation and maintenance, and small footprint.

However, with the continuous expansion of the new energy vehicle market in our province, charging and replacing infrastructure as an important support has exposed problems such as lagging infrastructure construction, urgent need to improve the level of interconnection, and service models that need to be innovated and improved. In addition, the uneven distribution of infrastructure construction and the unreasonable layout directly lead to the low utilization rate of charging facilities, which restricts the development of the new energy automobile industry in our province to a certain extent.

It is recommended to encourage charging and replacing enterprises through incentives and subsidies

Yang Mingyan suggested that in the development of substation production enterprises, we should increase efforts to support the development of new energy vehicle substation enterprises in the province, and according to the "Shandong New Energy Vehicle Industry Development Plan (2021-2025)", the investment or operation enterprises of power exchange will be included in the scope of support, and it is recommended that when the registered capital of the enterprise is in place and the replacement power station is completed, the enterprise is given a one-time financial incentive. For enterprises retained in the tax place of the place of registration, a certain proportion of incentives will be given.

In terms of the construction and promotion of the replacement power station, it is recommended to increase the promotion of the construction of new energy vehicle replacement power stations in the province's gas stations, service areas and public parking lots, give the contractor land, electricity and other support policies, and vigorously promote the construction of intelligent power exchange networks. You can refer to the incentive policies of Zhejiang, Guangdong and other provinces for the construction of replacement power stations and give construction investment subsidies.

In terms of the promotion of power replacement models, it is recommended to increase efforts to promote new energy vehicles in the public utilities such as buses, taxis, postal services, sanitation, and government official vehicles. For the end consumers who purchase the replacement type of new energy vehicles, the car purchase subsidy is given; for the taxi companies that purchase the replacement of new energy vehicles, the new taxi operation indicators are rewarded and the daily operation subsidies are given.

In terms of improving the convenience of consumer use, it is recommended to effectively implement the policy of unlimited travel of new energy passenger vehicles and institutionalize them; and give greater access to new energy logistics vehicles for urban distribution.
