On December 4, 2021, Cai Xiaodong, deputy captain of the law enforcement investigation team of the Xishuangbanna Border Management Detachment of the Yunnan Entry-Exit Border Inspection Station, bravely fought with gun dealers in the process of arresting drug dealers on the border front line, was seriously injured, and then died heroically after rescue was ineffective.

After Comrade Cai Xiaodong's death, Xu Ganlu, vice minister of public security and secretary of the party leading group and director of the State Immigration Administration, telephoned the principal responsible person of the Yunnan Entry-Exit Border Inspection Station to express deep condolences to Comrade Cai Xiaodong, who had made a heroic sacrifice in the course of carrying out the anti-narcotics task at the border, and demanded that the Yunnan public security organs immediately organize a special case team to go all out to detect and arrest the murderer and severely punish him according to law.

On the morning of December 8, 2021, the farewell ceremony for the remains of Comrade Cai Xiaodong, a border anti-drug hero and immigration management policeman, was held in Splashing Water Square, Jinghong City, Xishuangbanna Prefecture, Yunnan Province. Thousands of people in Xishuangbanna, Yunnan Province, waved tears to bid farewell.

Cai Xiaodong, male, Hani ethnicity, native of Pu'erjiang City, Yunnan, born in May 1983, joined the Party in April 2006, joined the work in June 2006, born and former deputy captain of the law enforcement investigation team of the Xishuangbanna Border Management Detachment, first-class police chief, and third-level police inspector. In the past 13 years of border anti-drug work, he has participated in the investigation of 247 drug cases, participated in 358 special anti-drug operations, arrested 249 criminal suspects, and seized 1609.56 kilograms of drugs. For his outstanding anti-narcotics achievements, he was awarded the first class merit, the second class merit, and the third class merit once each, and won the commendation four times.
