On January 18, the State Grid Harbin Power Supply Company launched the 220 kV Linkong Transmission and Transformation Project Promotion Meeting to coordinate the preliminary construction of the project. The project will solve the problem of power supply bottleneck in the airport area of Daoli District and provide power guarantee for the high-quality development of the Airport Economic Zone. According to the "Implementation Opinions on Accelerating the Planning and Construction of Harbin Power Grid" recently issued by Harbin City, the preliminary approval process of the project has been greatly simplified, and the construction of the Ice City Power Grid has also entered the "green channel".
During the "14th Five-Year Plan" period, the city's power grid projects plan to invest more than 10 billion yuan, the scale of electricity consumption in the whole society strives to exceed 150 billion kWh, and more than 73 new (reformed, expanded) substations with voltage levels of 110 (66) kV and above are planned. The new substation capacity is more than 10 million kVA, the comprehensive automation transformation rate is more than 95%, and the new power line is more than 1800 kilometers。
In terms of simplifying the approval of power grid construction, the "Opinions on the Implementation of the Planning and Construction of Harbin Power Grid" clarifies that for substation projects, the resource planning department shall issue a pre-examination and site selection opinion on the project land within 3 working days of receiving the application documents, and complete the issuance of the project land supply and construction land planning permit and construction project planning permit within 15 working days after receiving the application for construction land approval. In terms of strengthening the planning and management of the power grid, it is clear that the annual key power grid projects and public infrastructure such as water, gas, heat, and communications will be included in the urban construction plan and major provincial and municipal projects for dispatch management, and the power grid planning will be included in the list of urban land and spatial planning, and the space protection and reservation of power facilities and line corridors will be done in the detailed planning
Industrial space layout, major municipal projects and the construction of supporting power facilities synchronous planning, synchronous approval, synchronous construction。
According to the relevant person in charge of the Harbin Power Supply Company, from 2020, the Harbin Power Supply Company recommends that the government department issue a more operational guidance document in view of the cumbersome procedures in the early stage of the power grid project, the difficulty of requisitioning forests and land acquisition, etc. In 2021, the company drew on the management experience of advanced provinces to lay the foundation for the "Opinions", and then according to the Municipal Development and Reform Commission's solicitation of amendments to the opinion letter, "after 7 revisions, the final "Opinions" were formed.
"After the promulgation of the "Opinions", the approval procedures will be simplified, and the speed of power grid construction will be greatly improved," Chen Dongsheng of the company's construction department believes that in the future, the construction of the power grid in Harbin will truly "have coordination in advance", "coordination in the matter", "coordination in the matter", "co-management after the fact", and the government and enterprises will achieve effective linkage, thus opening up the "green channel" for the construction of the ice city power grid and effectively promoting the high-quality development of the regional economy.
