"After my investigation and visit, I found that the village transformation project completed two or three years ago has been damaged to varying degrees due to the lack of follow-up management in time. In some villages, the central greening site, the riverside landscape and the landscape greening on both sides of the road are overgrown due to no one to manage, some flowers and seedlings are eroded by pests and diseases, only the trunk remains, some have died, and some have been turned over by the people to plant vegetables. Gu Xiuping said that the reason is that the traditional concept of "emphasizing construction over management" has not been reversed.

Gu Xiuping believes that the rural revitalization and village transformation work is extensive, the main body is numerous, the degree of attention of different subjects is different, and the intensity of action is different, resulting in lagging links between management and construction, and problems such as rebound in project quality are emerging in an endless stream. In addition, in the process of village transformation, the current efforts to guide farmers to participate are not enough, and the farmers' rights to know, benefit, decision-making and supervision are not fully guaranteed. "In the specific implementation process of many projects, the participation of farmers is not high, and there are not many opportunities for participation."

In this regard, Gu Xiuping suggested that the transformation of villages should adhere to the status of farmers as the main body, such as whether the river is built into a shore greenery or to retain vegetable land, etc., which should be decided by the farmers themselves. In the process of village transformation, professional things should be done by professional construction teams, but general labor services can be independently registered by villagers, which can increase farmers' income on the one hand, and increase farmers' participation, awareness and support for village transformation on the other hand. "For the follow-up long-term management mechanism, the government finance should ensure the necessary maintenance funds, the environmental sanitation work in the village can be managed by the villagers independently, part of the labor force can be solved, and the relevant work should be responsible for by the village party organization, and should be included in the assessment indicators of each town and village."

Tang Dongwei, a deputy to the Municipal People's Congress, also paid attention to the issue of village transformation. After his investigation, he found that in addition to some rural revitalization demonstration villages and villages close to towns, the night in the suburbs of Shanghai, especially in the rural areas of the far suburbs, is still "dark and quiet", the villagers have no lights to illuminate the way home on the night shift, and the elderly villagers want to walk around the door after dinner but do not have street lights to accompany them. "This not only has hidden dangers to safety and public security, but also is not conducive to the development of amateur cultural life in rural areas, and does not meet the requirements of the integrated development of urban and rural areas."

Tang Dongwei suggested that the preservation of protected villages should do a good job of street lighting planning, and add solar intelligent street lights on the village group roads and behind the houses in front of the house. In addition, when installing street lamps, the installation space of technical defense equipment such as cameras should be reserved, so that in the future, farmland protection, public security joint defense, epidemic prevention and control, environmental remediation, homestead management, and pension services should be included in the unified operation platform management, so as to improve the intelligent and refined level of rural governance.
