According to the Administrative Penalty Decision No. 15 [2022] of the Jingxi Municipal Supervision Penalty, the parties began to sell the "Little Dolphin Enlightenment Essential Wall Chart" published by the Yangtze River Children's Publishing House on December 11, 2019, which needs to be equipped with 3 AAA batteries, and can be sounded after manual touch switch, which is an audio book product. According to the relevant reply of the Office of the State Certification and Accreditation Commission on Defining the Scope of Mandatory Certification of Related Products (Confirmation Letter [2018] No. 18) publicly released by the National Certification and Accreditation Administration on January 29, 2018: "Audio book products belong to products that combine the functions of books and toys, that is, they should meet the requirements of toy standards and should also meet the relevant provisions of publications, of which toy attributes should meet the CCC certification requirements of toy products", so the parties sell the goods, National compulsory certification should be obtained.
After investigation by law enforcement personnel, the above-mentioned commodities sold by the parties have not obtained national compulsory certification.
The Beijing Xicheng District Market Supervision and Administration Bureau ordered the parties to correct the above-mentioned illegal acts, confiscate the illegal gains of 363.77 yuan, and impose a fine of 50,000 yuan.
