On January 20, the Fifth Session of the 13th National People's Congress of Guangdong Province opened in Guangzhou, and Wang Weizhong, Acting Governor of Guangdong Province, made a report on the work of the provincial government. The main points are as follows:
First, 2021 will achieve a good start to the "14th Five-Year Plan"
The province's GDP reached 12.4 trillion yuan, an increase of 8% year-on-year;
Dongguan became the fourth city in Guangdong Province with an economic aggregate of more than one trillion yuan;
The province's local general public budget revenue reached 1.4 trillion yuan, an increase of 9.1%;
The total import and export volume exceeded 8 trillion yuan, an increase of 16.7%;
The added value of the financial industry exceeded 1 trillion yuan;
Achieve a good start to the "14th Five-Year Plan".
Second, last year's work review
Build a strict defense line for normalized epidemic prevention and control;
Solidly promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Shenzhen Pilot Demonstration Zone, and make every effort to promote the construction of the two cooperation zones of Hengqin and Qianhai to start steadily;
Deeply implement the strategy of expanding domestic demand and vigorously promote the high-quality development of trade;
Increase support for the real economy, and do everything possible to help enterprises solve difficulties and enhance vitality;
Strengthen strategic scientific and technological strength and key core technology research;
Vigorously develop modern agriculture;
New steps have been taken in the construction of "one nuclear, one belt and one region";
The level of green and low-carbon development continues to increase;
Solidly promote the construction of a culturally strong province;
Continuously improve the quality of people's lives, and further promote the construction of safe Guangdong rule of law in Guangdong;
Third, the main goal for this year
Regional GDP growth of about 5.5%;
Investment in fixed assets increased by 8%, total retail sales of consumer goods increased by 6.5%, and total imports and exports increased by 3%;
The added value of industries above designated size increased by 5.5%;
Revenue from the local general public budget increased by 5%;
The growth of per capita disposable income of residents is basically synchronized with economic growth, and consumer prices have increased by 3%;
1.1 million new jobs were created in cities and towns, and the unemployment rate in urban surveys was controlled within 5.5%;
Grain production of more than 12.68 million tons;
Guangdong Province's good air quality days ratio (AQI) and surface water quality excellent rate have completed the tasks issued by the state.
Fourth, some of this year's key work
Reform: Promote the construction of the "dual zone" and the pilot comprehensive reform of Shenzhen in depth, and comprehensively promote the construction of the two cooperation zones in Hengqin and Qianhai;
Science and technology: deepen the reform of the scientific and technological system, build a whole-process innovation ecological chain, and accelerate the construction of a higher level of scientific and technological innovation and a strong province;
Manufacturing: Enhance the core competitiveness of the manufacturing industry and promote the construction of 20 strategic industrial clusters;
Infrastructure: Accelerate the construction of major infrastructure and moderately advance infrastructure investment;
Regional development: Enhance the main power source function of the core area of the Pearl River Delta, and promote the deepening of strategic cooperation between Guangzhou and Shenzhen;
Rural revitalization: accelerating the modernization of agriculture and rural areas;
Finance: Prepare for the establishment of an international commercial bank in the Greater Bay Area, build a good Guangzhou Futures Exchange, support the Shenzhen Stock Exchange to implement the reform of the all-market registration system, and actively create a Pilot Zone for Financial Reform of Guangzhou-Shenzhen Science and Technology;
"Double carbon": create conditions to achieve the "double control" of energy consumption to the "double control" of carbon emissions as soon as possible;
Culture: fully stimulate the vitality of cultural innovation and creation;
Education: Strengthen the construction of new engineering, new medicine, new agriculture, new liberal arts, and new teacher training, and accelerate the construction of first-class universities and first-class disciplines;
Social security: Improve the three-child birth support policy and build a child-friendly city.
