"As an important natural ecological resource, climate resources are interconnected with other natural resources, and together constitute a large, complex, flowing, mutually influencing and interconnected ecosystem." Hu Wen, member of the Anhui Provincial Committee of the Chinese People's Political Consultative Conference, secretary of the party group and director of the Provincial Meteorological Bureau, is particularly concerned about excavating the ecological value of climate resources. On the morning of January 16 this year, the Fifth Session of the 12th CPPCC National Committee of Anhui Province opened in Hefei, and Hu Wen previously submitted a "Proposal on Further Excavating the Ecological Value of Climate Resources" to the conference.
Hu Wen believes that at present, Anhui is actively practicing the concept of "green water and green mountains are golden mountains and silver mountains", unswervingly building a comprehensive green transformation zone for economic and social development with important influence, and strengthening the construction of ecological civilization in the whole province, the whole process and in all directions. Fully excavating Anhui's high-quality climate resources and promoting the realization of its ecological value will be conducive to creating a model for the construction of ecological civilization in Anhui and helping the construction of a modern and beautiful Anhui.
The exploitation and utilization of climate resources has received increasing attention from governments and departments at all levels. In recent years, the General Office of the State Council has issued the "Guiding Opinions on Promoting the Development of Global Tourism", emphasizing the promotion of the integration of tourism and meteorology, the development and construction of ecological tourism zones, natural oxygen bars, and meteorological parks, the vigorous development of summer and cold tourism products, and the construction of a number of summer and cold vacation destinations. The Anhui Provincial Government issued the Implementation Opinions on Promoting the Development of Global Tourism and Accelerating the Construction of a Strong Tourism Province, proposing to plan and carry out publicity and marketing of emerging formats such as natural oxygen bars and summer tourism destinations. The Anhui Meteorological Department has made efforts to explore the excavation of climate resources. Hu Wen introduced, for example, actively expand the connotation of huangshan tourism meteorological services, complete the pilot construction of huangshan meteorological park in 2021, create brands such as "China's natural oxygen bar" and "summer tourism and leisure destination", and in 2021, the meteorological and cultural tourism departments jointly evaluated and identified 10 "Anhui summer tourism destinations". Excavate high-quality climate resources in agriculture and rural areas, serve the revitalization of rural ecology, complete the suitability of major grain crops and specialty crops in Anhui and the fine zoning of major agricultural meteorological disasters, carry out climate quality evaluation and traceability of 23 high-quality and characteristic agricultural products in Anhui such as tea and fruits, and effectively improve the climate added value of local characteristic agricultural products.
Although Anhui has made certain achievements in the mining of climate resources, in the actual work and field research, Hu Wen also found that some aspects need to be strengthened, mainly in the accelerated implementation of the strategic deployment of the Party Central Committee and the State Council on carbon peaking and carbon neutrality, as well as the pilot work of climate investment and financing, etc., which put forward new demands for climate resource mining; meteorological tourism resources, rural climate resources and other development efforts need to be further strengthened.
To this end, Hu Wen gave a "prescription": increase the development of tourism climate resources, promote the creation of rural tourism brands such as summer tourism destinations and good climate products, and accelerate the construction of smart tourism scenic spots. Strengthen greenhouse gas monitoring and assessment, jointly build a greenhouse gas monitoring network, use the carbon monitoring and verification support system to carry out real-time monitoring of changes in anthropogenic carbon emissions and changes in natural carbon sinks, and provide data support for ecological compensation, carbon emission trading, and climate investment and financing pilots. Strengthen the scientific development, utilization and efficient operation of renewable energy sources such as wind energy and solar energy, promote cooperation in energy forecasting and early warning meteorological services, carry out evaluation of the effectiveness and benefits of climate and renewable energy utilization protection, and promote the construction of a clean, low-carbon, safe and efficient modern energy system。
