Fuzhou University: Implement the "five threes" ladder chain development party member work model

Since the issuance and implementation of the "Detailed Rules for the Work of the Communist Party of China on the Development of Party Members" in 2014, the Party Committee of Fuzhou University has done a solid job in developing party members in strict accordance with the general requirements of "controlling the total amount, optimizing the structure, improving quality, and playing a role". At present, there are 556 student party branches in the whole school, with nearly 10,000 student party members, and the development of student party members has shown a steady development and a trend of seeking quality in stability. The school has been established as the contact point for the development of party members in Fujian Province, a demonstration university for party building work in Fujian Province, and a demonstration point for party building work for students in colleges and universities in Fujian Province. 1 second-level party committee was selected as the first batch of "three all-round education" comprehensive reform pilot colleges (departments) in the country, 2 student party branches were selected as "national party building work model branches", and 2 student party branches were selected as "national college graduate student model party branches".

In terms of the work of recruiting party members, the party committee of the school attaches great importance to it, insists on putting political standards in the first place, strictly controls the "entrance gate" and "training gate" for the development of party members, and in the application to join the party, the identification and training of active members who have joined the party, the determination and inspection of development targets, the acceptance of preparatory party members, and the education, inspection, and regularization of party members, it has explored the implementation of the "five threes" ladder chain work method for the development of party members, and comprehensively improved the quality of the work of developing party members.

The "three persistences" pay close attention to the enlightenment education of new students joining the party

The first is to persist in "early enlightenment" in joining the party. Firmly grasp the "welcome season" of new students and the "critical period" of enrollment, set up a party member vanguard post, organize a party member vanguard team, and student party members take the initiative, serve attentively, and send care, so that new students can feel the warmth of the party organization on the first day of enrollment. Organize all new students to attend the "first lesson of joining the party enlightenment" online, invite old professors and old party members, party member leading cadres, student political work cadres, full-time party affairs cadres, etc. into the classroom, and organically integrate the enlightenment education of joining the party with the education of school history, school conditions, professional education, and career education through special reports, theoretical propaganda, symposium exchanges, etc., so as to teach the first lesson of joining the party for new students.

The second is to persist in "early education" in joining the party. A series of enlightenment courses for new students such as "What is Communist Faith", "A Century of Prosperity - On the Choice of Young People in the New Era", and "The Historical Mission and Responsibility of Contemporary College Students" were set up to deepen the new students' understanding of the party. Focusing on the spirit of General Secretary Xi Jinping's "July 1st" important speech, the party's century-old glorious history, and the spirit of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China, we will conduct multi-dimensional education and guidance, improve students' ideological awareness, and enhance their consciousness and initiative to move closer to the party organization.

The third is to persist in "early guidance" in joining the party. Actively innovate the carrier of ways, through the holding of party member role model sharing meetings, student party members peer exchange meetings, red film viewing activities and other colorful ways, to enhance the effectiveness of party enlightenment education. Organize outstanding party members of senior grades to come into the dormitory to appear and speak, pair up to help, answer questions, and encourage new students to strive to grow into role models for their peers. Encourage discipline teachers to recruit new students to join the scientific research team, and implement the implementation of the old to lead the new in the project, so that teachers and students party members can stimulate the professional learning interest of new students in the demonstration and cultivate the spirit of scientific and technological innovation.

The "three in place" guide students to correct their motivations for joining the party

First, ideological guidance is in place. Adhere to the establishment of a series of micro-interactive classes such as "Xiaofu Says Party Building" and "Anti-epidemic Stories Around Me", so that old party members can talk about their experiences, new party members talk about planning and ideals, and change one person to talk about everyone, so that students can often be influenced. Adhere to the "Qingma Project" college students backbone training class, employ nearly 20 experts and scholars with senior titles in Marxist disciplines as theoretical tutors, help college students to strengthen their ideals and beliefs, practice their original mission, and bravely shoulder the heavy responsibilities of the times.

Second, practice exercises are in place. Set up student party member service stations at the school and college level, build party member activity rooms, and organize college student party members to participate in class, club, community and other management services. The whole school has provided more than 150,000 hours of volunteer services such as scientific and technological services, study guidance, information census, and environmental beautification every year.

Third, education and training are in place. Strengthen classified training, further promote special training projects such as "leading projects", "fortress training camps", and "pioneer plans", build a complete three-level training network of "training for party activists, training for development targets, and training for preparatory party members" for active members who have joined the party, development targets, preparatory party members, and party branch secretaries, do a good job in the "double guidance" of the enlightenment education for joining the party and the double study group, and carry out the "two-end education" of the special training for new party members and active party members and graduate party member organization concepts. Grasp the business training of student party branch secretaries once a semester.

The "three refinements" will develop the rhythm of party members' work

First, the development plan is refined. According to the preliminary plan of the party committee of each second-level college from the bottom up and the quality of the development of party members in the previous year, formulate the annual guidance plan for the development of party members of each second-level college, and separately list the indicators for the development of party members by student organizations at the school level. At the same time, we will strengthen the dynamic management of the work of developing party members, and timely regulate the number of party member development plans for each college in the semester through phased follow-up and development of party members to ensure that the development plan is completed as scheduled.

The second is the refinement of development work. Revise <中国共产党发展党员工作细则>more than 10 systems such as the "Implementation Measures" and the "Opinions on Strengthening the Dynamic Training of Students joining the Party", compile and print the "Practical Manual for the Development of Party Members" and "Illustrated Xiaofu Says Party Rules" and other guidance manuals, deeply promote the construction of the "Quality Project for College Student Party Members", improve and perfect the "five earlys" (early selection, early education, early training, early practice, and early supervision), and do a good job of "two conversations" (talking with applicants for joining the party and talking with the political review of development targets), Implement the "six systems" (the promotion system, the publicity system, the evaluation system, the pre-examination system, the voting system, and the responsibility investigation system) to develop the quality assurance system for party members.

The third is the refinement of management services. Develop and improve the three-level computer management procedures for intra-party management at the school level, intra-party management at the second-level party organization, and management of party branches, effectively solidify the various logical relationships related to the development of student party members, comprehensively standardize the work process of developing party members, reduce the difficulty of work, and improve the quality and efficiency of work.

"Three optimizations" innovate and develop the working mechanism of party members

The first is to optimize the pattern of "one main and two auxiliary" student party building work. In accordance with the work idea of "laying the foundation in the first grade, re-developing in the second grade, establishing branches in the third grade, and grasping education in the fourth grade", the undergraduate class "has party members in the lower grades, the party branches in the senior grades" and the graduate party branches are fully covered in the class. With the student party branch as the mainstay, supplemented by the student organization party member service station at the university level and the party member service station in the college student community, the party building work is promoted to "enter the class, the community, and the community", and form a new pattern of student party building work of "one main, two auxiliaries and three advances".

The second is to optimize the training path for ethnic minority students to join the party. On the basis of the actual ideological growth of ethnic minority students, guide the party committees at the second level to strengthen the party's theoretical knowledge and ethnic policy education among ethnic minority students. A party branch was established in Fujian Province's first Xinjiang ethnic minority student studio, "Fuzhou University Liu Minrong Studio". At present, the proportion of ethnic minority student party members in the whole school has reached 12.57%, more than 90% of ethnic minority students in Xinjiang have submitted applications to join the party, and 2 ethnic minority student party members in Xinjiang have stayed in Fujian Province as ideological and political counselors in colleges and universities after graduation. Liu Minrong, secretary of the branch, was commended for the national unity and progress.

The third is to optimize the setting of student party organizations. Combined with the characteristics of disciplines and innovative working methods, the branch will be built on the most dynamic organizational units such as innovation and entrepreneurship teams and discipline competition teams, temporary party branches and party member vanguard teams will be formed in the summer social practice team and key projects, and the party branch of the Beidou team, the party branch of the ACM innovation team, the party branch of the Kungang Zhongchuang party branch and other characteristic party branches will be built to lead students to grow into talents with party building work, so as to achieve the effect of "putting up a banner, driving a large piece, and promoting overall improvement".

The "three drives" give play to the exemplary vanguard role of party members

The first is to drive the students around them to go to graduate school. Student party members actively participate in management services such as classes, clubs, and communities, and create an atmosphere of catching up with and surpassing learning through the listing of student party members' dormitories, "one helper, one pair", etc. In the past five years, the promotion rate of undergraduate graduates in the university has increased by 78.74%, the promotion rate of the class of 2020 has exceeded 30% for the first time, and the promotion rate of the class of 2021 has reached 33.64%.

The second is to drive the innovation and entrepreneurship of the students around them. A group of student party members represented by the party branch of the Beidou team and the party branch of the Kungang Zhongchuang Party branch insisted on promoting learning and point-to-point guidance by the competition, and led the students around them to participate in various competitions. The school was selected as one of the first batch of demonstration universities in the country to deepen the reform of innovation and entrepreneurship education, and a typical experience university with characteristics in deepening the reform of innovation and entrepreneurship education in the country.

The third is to drive the students around them to struggle and dedicate. Since the establishment of the Graduate Student Support Group in 2013, groups of student party members have continued to struggle and went to Ningxia to help the Sanying Middle School in Sanying Town, Guyuan City. A group of student party member volunteers, represented by Lin Shixun and Wang Lu, led the youth members to participate in the World Heritage Conference, the Digital China Construction Summit, and the volunteer service team for epidemic prevention and control. The "Frontline with You, Behind Me" Thousand People Support Group composed of student party members and activists who joined the party has won the title of "Advanced Collective for Youth Volunteer Service to Fight the New Crown Pneumonia Epidemic" in the country.
