The National Occupational Qualification Catalogue Continues to "Slim Down"
In fact, as early as 2017, the national occupational qualification directory continued to "slim down", many vocational qualification certificates have been withdrawn from the national occupational qualification directory list, the exit directory list is not canceled nor invalidated, the certificate that has been obtained before is still valid, still enjoy the preferential policies given by the state!
In September 2017, the Ministry of Human Resources and Social Security issued the Notice on The Publication of the National Occupational Qualification Catalogue, in which the state shall, in accordance with the prescribed conditions and procedures, include vocational qualifications in the national occupational qualification catalogue and implement list-based management, and no occupational qualifications shall be licensed or recognized outside the catalogue, and no occupational qualifications shall be linked to employment and entrepreneurship except for entry-level vocational qualifications.
The above-mentioned circular requires that the occupation (type of work) involved in the establishment of access vocational qualifications must be related to the public interest or involve national security, public safety, personal health, life and property safety, and must be based on laws and regulations or decisions of the State Council; the occupation (type of work) involved in the establishment of level evaluation vocational qualifications should have strong professionalism and social versatility, high technical skills requirements, and industry management and talent team construction are really needed.
In 2017, the national occupational qualification catalogue was published in a total of 140 items, of which 59 were professional and technical personnel vocational qualifications (36 in the admission category and 23 in the level evaluation category), and 81 vocational qualifications for skilled personnel (5 in the admission category and 76 in the level evaluation category).
These certificates are not non-existent, but have changed the form of examination: the relevant certificates were previously issued by the Provincial Examination and issued by the Human Resources and Social Security Bureau; after that, the certificate examination was conducted by a third-party institution and issued by a third-party institution.
