After a period of research and discussion, at the beginning of 2021, the Shishi Municipal Procuratorate, relying on the Uninsured Alliance, signed the "Implementation Plan on Giving Full Play to the Role of the Alliance for the Protection of Minors and Comprehensively Launching the Juvenile Care Action", issued relevant work regulations, comprehensively launched the "Juvenile Care Action", and achieved early detection, early prevention, and early assistance for juvenile bad behavior, effectively reducing the rate of juvenile delinquency.

The Shishi Municipal Procuratorate actively explored, taking advantage of the public security organs' presence in the front line and the earliest contact with unintended incidents, and the Shishi Municipal Public Security Bureau established an information database on juveniles who have not reached the age of criminal responsibility and are not subject to criminal punishment and an information database on juveniles subject to administrative punishment. Give play to the role of schools in mastering the personal information and physical and mental characteristics of students who have seriously violated discipline, and the Shishi Municipal Education Bureau will collect information on minors with serious violations of discipline from all schools and establish an information database of minors with serious violations of discipline.

The Shishi City Procuratorate has summarized and established a general database of critical juvenile information, and in accordance with the principle of "one person, one file", establishes files for critical minors according to their person, and divides the criminal and wrongful acts into three levels: no criminal punishment, administrative punishment, and serious violations of school rules and discipline before reaching the age of criminal responsibility, comprehensively considering the nature of the criminal and wrongful behaviors and harmful consequences, and formulating personalized assistance plans according to the different behaviors of critical minors.

According to the different behaviors of critical minors, different treatment packages are tailored for the target of assistance, mainly including carrying out social investigations, psychological assessments, psychological counseling, family education guidance, ideological and political education, rule of law education, employment training, behavior correction, and ordering compliance with specific codes of conduct.

Issued procuratorial suggestions to public security organs and other units, promoted the special rectification action of entertainment venues, imposed administrative penalties on 5 companies, suspended 1 business for rectification, and formed 2 submissions, promoted 8 special joint meetings, and reached 3 consensus items.

Strive to promote the "special action to protect minors from e-cigarettes". The Joint Shishi Tobacco Bureau dispatched 146 law enforcement personnel, inspected 699 merchants, cleaned up 15 unlicensed tobacco merchants, entered the school 5 times, distributed more than 700 brochures, and publicized more than 7,000 people.

Efforts should be made to advance publicity activities on special topics for minors. More than 5,000 copies of the "Law on the Protection of Minors" and the "Law on the Prevention of Juvenile Delinquency" were produced and distributed, and 11 series of short films on the popularization of the law were filmed around the implementation of mandatory reporting obligations, industry entry inquiries and other rule of law hotspots, with more than 20 million views and wide acclaim.
