Changsha, January 19 (Xinhua) -- The second "Director's Channel" of the two sessions of the Hunan Provincial Two Sessions in 2022 was held on the afternoon of the 18th. Xia Zhilun, director of the Department of Education of Hunan Province, Li Zhijian, director of the Provincial Department of Science and Technology, and Chen Zhongbo, director of the Provincial Department of Natural Resources, successively stood in front of the microphone and answered reporters' questions around the positive results achieved by Hunan in comprehensively implementing the strategic positioning and mission of "three highs and four news" and the hot topics of social concern.

Parents are called on to take the initiative to cooperate with the "double reduction" winter vacation under-registration class

"Reducing the excessive homework burden and off-campus training burden of students in the compulsory education stage is a major decision and deployment made by the central government and is the 'number one project' in the current field of education." Xia Zhilun said that after the release of the central "double reduction" policy, Hunan acted quickly, introduced a work plan, improved supporting policies, and deployed a one-month special rectification of off-campus training. "Everyone reflects that the burden on students has been reduced and the anxiety of parents has eased."

At present, in all compulsory education schools in Hunan Province, the total amount and duration of students' homework have been controlled; the reduction rate of online compulsory education discipline training institutions has reached 100%, and the offline pressure has been reduced by more than 4400, with a pressure reduction rate of 78% and a charging standard of more than 30%.

Winter vacation is the peak season for students' make-up training. Xia Zhilun introduced that the Hunan Provincial Party Committee Education Work Leading Group has designated this year as the "Year of Rectifying Off-campus Illegal Training", and the first round of rectification to rectify the chaos of off-campus training during the winter vacation has been carried out, and will focus on underground illegal training such as "one-on-one". He called on parents to take the initiative to cooperate with the "double reduction" work, give their children less class training during the winter vacation, and accompany their children to exercise and participate in practical activities.

Regarding the degree issues that the people are concerned about, Xia Zhilun introduced that in recent years, the Hunan Provincial Party Committee and Provincial Government have successively included the increase of public degrees into key people's livelihood practical projects, built 101 Furong schools in the province, eliminated the large class size of compulsory education, and increased the number of public degrees by more than 1.8 million.

This year, the Work Report of Hunan Provincial Government also regarded "increasing public compulsory education degrees" as a key people's livelihood practical project, proposing that by the end of the year, the proportion of public compulsory education degrees in the province should reach more than 95%.

"It's a hard bar, a hard metric." Xia Zhilun said that in the future, Hunan will actively revitalize the existing educational asset resources, do a good job in the existing public schools to tap the potential to increase a batch, buy a batch of degrees from private schools, and increase the number of private schools to public offices, and complete the task with quality and quantity.

Curbing the "Non-farming" of Cultivated Land and Preventing the "Non-grainization" of Cultivated Land

The deliberation of the "Hunan Provincial Implementation Measures (Draft)" (hereinafter referred to as the "Measures") is an important agenda of the Fifth Session of the 13th Hunan Provincial People's Congress. Chen Zhongbo shouted at the "passage for department heads" that peasant friends must conscientiously study the new law, know the law and abide by the law, not arbitrarily occupy cultivated land to build houses, and use land in accordance with laws and regulations.

"Cultivated land is the lifeblood of grain production, the lifeblood of peasant friends, the rice bowl of our contemporaries, and the rice bowl of future generations. When the cultivated land is preserved, the rice bowl can be firmly served. Chen Zhongbo introduced the five characteristics of the revision of the "Measures", that is, paying special attention to emphasizing the leading role of land spatial planning, paying attention to promoting the conservation and intensive use of land resources; adhering to the strictest farmland protection system, strictly controlling the conversion of cultivated land into forest land, garden land and other agricultural land; improving the land expropriation procedures according to law, optimizing the land approval system, and serving to ensure the development of land; paying attention to protecting the reasonable land use needs of farmers and the legitimate rights and interests of farmers whose land has been expropriated, strengthening land law enforcement supervision, and increasing the punishment for land violations.

The protection of cultivated land is related to national food security and the vital and long-term interests of the vast number of farmers. Chen Zhongbo said that the state has put forward new requirements for the protection of cultivated land, and the law has new provisions on the protection of cultivated land, stressing the need to carry out various types of development, protection, and construction activities in accordance with the national land spatial plan, resolutely curb the "non-farming" of cultivated land, prevent the "non-grainization" of cultivated land, and strictly control the conversion of cultivated land into other agricultural land such as forest land and garden land.

"In the next step, we will strengthen the publicity and implementation of the "Measures", actively promote the 'field chief system' of farmland protection, compact the responsibility for farmland protection to the grass-roots level, to the village groups, to the peasant households, give full play to the role of rural collective economic organizations and peasant households, and jointly protect cultivated land." Chen Zhongbo said. (End)
