In 2020, Guangdong's automobile production once again led the country with 3.1323 million vehicles. At the same time, Guangdong's automobile production accounted for a further increase in the proportion of national output, from 12.1% in 2019 to 12.7%. This means that about 1 out of every 8 cars that come off the production line from all over the country is from Guangdong, once again reflecting the strength of Guangdong automobile manufacturing.

But electric intelligent networking is a brand new track, how can Guangdong once again rush to run? During the two sessions of Guangdong Province, the Guangdong Provincial Committee of the China Association for the Promotion of Democracy (hereinafter referred to as "Guangdong Minjin") suggested that it should focus on Guangzhou and Shenzhen, take the lead in exploring autonomous driving demonstration applications in the field of public transportation, create demonstration application cases with world-class influence, and support Guangzhou to build a demonstration area for intelligent networked vehicles and intelligent transportation applications based on broadband mobile Internet.

□ Guangdong intelligent networked cars have the opportunity to run but there are still deficiencies

At present, Guangdong has Guangzhou, Shenzhen, Foshan, Zhaoqing and other vehicle production bases, of which Guangzhou automobile production ranks first in the national cities, and well-known domestic brands such as GAC Trumpchi and BYD have emerged. And Guangdong's auto parts industry is very developed, forming a full-coverage industrial chain centered on Guangzhou.

In addition to traditional car companies, in recent years, a number of emerging car manufacturing and autonomous driving companies such as Xiaopeng have emerged. In the future, intelligent networked vehicles will gradually develop into software-defined intelligent mobile terminals, and the developed intelligent terminal industry chain in Shenzhen, Dongguan and other regions has created opportunities for Guangdong intelligent networked vehicles to accelerate their run.

However, Guangdong Minjin pointed out that in November 2020, Guangdong released a five-year action plan for the "Double Ten" industrial cluster, but there was no relevant cultivation and support policy specifically for SmartNet. Most of the existing support policies for enterprises in Guangdong require enterprises to have profitability to enjoy, and many R& D enterprises have not yet transformed their achievements and cannot enjoy this policy.

Guangdong Minjin also believes that the construction of the Guangdong Intelligent Connected Vehicle Test Demonstration Zone is relatively lagging behind, the test road is still very strict, and there is a situation of mutual disapproval of tests between cities in various places, such as the test mileage in Guangzhou, Shenzhen is not recognized, and it is necessary to re-accumulate the test mileage. And Guangdong in the field of intelligent networked vehicles, Guangdong Province in the integrated circuits, new displays, artificial intelligence, new materials and other fields failed to form a perfect industrial closed loop with international competitiveness, especially in the new display, in the country failed to occupy the first echelon advantage. In addition, Guangdong Province also has shortcomings in the manufacture of integrated circuit automotive chips, and high-end core components such as vehicle-grade MCUs and IGBT chips are highly dependent on imports.

□ It is recommended to rely on Guangshen to take the lead in exploring autonomous driving demonstration applications

In view of these deficiencies, Guangdong Minjin suggested that the entire industrial chain of smart network automobiles should be included in the scope of cultivation and support, including new infrastructure construction, research and development platform, system integration, core components, etc. Encourage the municipal specialized and special new support policies introduced by various localities to take the high-quality enterprises of Zhiwang Automobile as the key cultivation objects.

At present, Guangzhou is the first city in China to recognize the road test license of intelligent and connected vehicles in other regions, and it is also the city with the lowest cost of bicycle closure test in China. At the same time, Guangzhou is the city with the fastest progress in promoting remote driving tests in China, with the length of open road test sections ranking among the top in the country, and the number of automatic driving road test licenses issued ranks among the top in the country. To this end, Guangdong Minjin suggested that it should focus on Relying on Guangzhou and Shenzhen, take the lead in exploring autonomous driving demonstration applications in the field of public transportation, create demonstration application cases with world-class influence, and support Guangzhou to build a demonstration area for intelligent networked vehicles and intelligent transportation applications based on broadband mobile Internet.

In view of how Guangdong can build an internationally competitive industrial closed loop, Guangdong Minjin suggested compiling a roadmap for intelligent networked vehicle technology innovation, clarifying medium- and long-term development goals, accelerating research and development of intelligent vehicle intelligent terminal components, vehicle-grade chips and sensor components, software ecosystems and other fields, accelerating the layout of a number of major projects such as integrated circuits, new displays, artificial intelligence, and new materials that are closely related to the intelligent network automobile industry chain, and promoting the implementation of the intelligent network automobile industry chain length system in key cities in the Bay Area. Promote the construction of key projects such as the big data cloud computing platform for intelligent and connected vehicles, the closed test field for intelligent and connected vehicles, and the quality supervision and inspection center for intelligent network vehicles.
