Long Mo, member of the National Committee of the Chinese People's Political Consultative Conference and former director of the China Hearing and Language Rehabilitation Research Center, delivered a speech at the two sessions of the National People's Congress, which won countless applause inside and outside the venue. Long Mo said her feelings were "pain and happiness."

"Pain" comes from empathy, compassion for the hearing impaired community, and years of hardship at work; "happiness" comes from the smiling faces of children and their families after they have recovered, and from the huge leap forward in the cause of disabled protection in China.

In 1995, Long Mo was transferred from his position as a doctor to the former China Rehabilitation Research Center for Deaf Children (now the China Hearing and Language Rehabilitation Research Center), and has since taken root in the field of disabled people. At that time, the country was moving towards the goal of basically achieving moderate prosperity.

When he first arrived at the center, Long Mo found that the children were wearing all analog hearing aids. Teaching requires children to look at the lip shape to "listen" and speak. Some children with severe disabilities have exaggerated and even weird pronunciation.

Long Mo's lover often came to pick her up. Once, he said: "As soon as I entered your courtyard, the courtyard was full of 'bread' and 'apples', and my ears were full of very exaggerated sounds, which were particularly stimulating." At that time, the children of the China Rehabilitation Research Center for the Deaf were able to wear hearing aids, and about 40% of the children in the country could attend general schools on average, but more children needed help.

March 3, 2000, the first "Ear Day" in the country. This was facilitated by the proposals of some MEMBERS of the CPPCC National Committee. Long Mo followed the CCTV reporter and the staff of the Shaanxi Provincial Disabled Persons' Federation from Xi'an to northern Shaanxi to Yulin, inspecting a number of institutions along the way. They found that most of the children did not wear hearing aids, and the teachers were trained to shout for their lives. "I tested my children's hearing and donated hearing aids in a cave near Yulin. They have 3 children, all of whom are severely hearing impaired. After testing and putting on the hearing aids, I slapped the youngest of them, and the children's faces showed surprise and a slight smile. Long Mo remembered this vividly.

In 2009, the rehabilitation of hearing-impaired children underwent qualitative changes, the state began to implement the "China Disabled Persons' Federation Poor Deaf Children Cochlear Implant / Hearing Aid Rescue Rehabilitation Project", the central government took out more than 400 million yuan, to eligible hearing-impaired children free donation of hearing aids and cochlear implants, while providing hearing aid fitting services, cochlear implant surgery and 1 year of rehabilitation costs.

This year, the China Disabled Persons' Federation and the former Health and Family Planning Commission jointly established a national project office, located in the China Rehabilitation research center for deaf children, and Long Mo was the direct person in charge of the office. Longmo led the establishment of an expert committee and participated in the formulation of a number of standards, such as the selection criteria for indications and the access standards for service institutions.

During the "Twelfth Five-Year Plan" period, the state investment continued to increase, according to the degree of children's hearing loss, nearly 10,000 children under 6 years old benefited each year, receiving free hearing aids or cochlear implants. More than 4,300 children with hearing impairments alone receive free implants and rehabilitation each year. Because cochlear implants are expensive, Long Mo and his colleagues often joke that a child has a small car hanging on his ear.

"The international impact of national relief projects is significant. Our centre is one of the 3 WHO collaborating centres in China and holds events in China every year with the participation of representatives from more than 20 countries. One of the topics in the discussion was: Which country would you like to work with? Most of them chose China. Long Mo said.

From project relief to institutional guarantee

Since the "13th Five-Year Plan", with the introduction of the new system and the transfer of funds, the rehabilitation of disabled children has not been a form of project operation. The Eighteenth National Congress of the Communist Party of China put forward the goal of building a moderately prosperous society in an all-round way, bringing a strong impetus to the rehabilitation of the disabled.

Long Mo said that the most critical policy is the "Opinions on Establishing a Rehabilitation and Assistance System for Disabled Children" issued by the State Council in June 2018, which clearly proposes to achieve full coverage of the rehabilitation of disabled children aged 0-6. In 2019, the provinces issued specific implementation measures and achieved full institutionalization.

"Rehabilitation is the basis for the integration of persons with disabilities into society. To build a moderately prosperous society in an all-round way, for the vast majority of disabled people, the most basic and crucial condition for them to truly be able to support themselves and achieve a well-off society is rehabilitation. Long Mo said.

As a listening and language worker, Long Mo felt the changes brought about by the policy. "In the past, when we did projects, because there was a limit on the number of beneficiaries, we didn't dare to publicize it. Now, as long as it is a preschool disabled child, they can apply for rehabilitation assistance, and they must be publicized vigorously. ”

Long Mo believes that rehabilitation assistance has changed from a limited scope and limited beneficiaries to an inclusive policy, which is a huge breakthrough.

Nowadays, not only are measures introduced in various places, children's rehabilitation is free, and the market is also driven.

This is because the market has seen the effect - children with severe hearing impairment can enter general schools through cochlear implants through language training. In addition, the awareness of the whole society is also improving, in just a dozen years, people from strange to familiar with cochlear implants, this is the role of propaganda, social civilization has progressed.

One year, during the two sessions of the National People's Congress, Long Mo had a proposal for the rehabilitation of hearing-impaired children reported by the People's Political Consultative Conference Daily. After the China Hearing and Language Rehabilitation Research Center forwarded, some parents left a message: Thanks to the national policy, we have caught up with the good times, and hope that the country will become stronger and stronger. "Looking at these messages, I shed tears – parents used this opportunity to express their true feelings." Long Mo said emotionally.

Data show that in the process of poverty alleviation, more than 7 million poor disabled people have been lifted out of poverty, and their fate has changed.

Long Mo believes that education poverty alleviation is also an aspect of poverty alleviation, which has a huge impact on disabled children. For example, she said, there was a child in Henan who had a cochlear implant due to severe deafness and took the college entrance examination last year, ranking among the top in the province. Over the years, many children who went out from the China Hearing and Language Rehabilitation Research Center went to college. "There was a child who went to canada to study in high school, was admitted to the University of Toronto, and is now studying for a master's degree. Seeing this, I feel that no amount of effort is worth it. Long Mo said.

In the process of poverty alleviation, the China Disabled Persons' Federation helped Nanpi County in Hebei Province. The China Hearing and Language Rehabilitation Research Center focuses on supporting local rehabilitation institutions. Initially, the "rehabilitators" in the rooms of the local rehabilitation facility had only two or three staff members who were not too old. Later, the China Hearing and Language Rehabilitation Research Center helped train local professional rehabilitation personnel. After the training, send the teacher to Nanpi for the on-site examination.

Now, Nanpi County has a professional rehabilitation institution, there are professionally trained teachers, and children can get rehabilitation services in the county.

The centre also donated a batch of hearing aids to the local area. When the staff of the center drove the hearing service car to the village to provide hearing aids for the elderly, many people shed tears of excitement on the spot.

For the future, Longmo outlook said: "After the completion of the task of poverty alleviation, the most important thing in the process of continuing rural revitalization is to continue to provide assistance based on its own advantages to help the local area achieve long-term development." ”
