Ascertained by the Intermediate People's Court of Huai'an City, Jiangsu Province, since October 2020, Lianshui Micro Time Tavern has recruited more than 60 minors to serve as marketers and waiters, and recruited minors to set up so-called "atmosphere groups" by providing free drinks to drive popularity through drinking and other means. The court pronounced a judgment in court, and ruled that Lianshui Micro Time Tavern should immediately stop recruiting minors and accepting minors into its business premises, and apologize to the public within ten days in the provincial media and its social accounts.

It is understood that previously, when the Huai'an police investigated a certain case, they found that several teenagers involved in the case had been in and out of a local bar for a long time. Subsequently, the competent departments imposed administrative penalties totaling 118,000 yuan on the long-term recruitment and acceptance of minors by bars. Later, prosecutors found in joint enforcement that the bar was still unscrupulously recruiting and accepting dozens of minors as members of the atmosphere team, and prosecutors filed a civil public interest lawsuit against the bar in December 2021. It also issued the country's first family education guidance order issued by a court and procuratorate, which was the first civil public interest litigation case in the country for bar violations of minors' rights, and at the same time carried out family education guidance for the parents of minors involved in the case.

Jimu News reporters noted that the problem of minors entering bars is relatively common. According to reports, in 2019, when the Fifth Branch of the Chongqing Municipal Procuratorate conducted a survey of juvenile criminal cases handled by the procuratorate in the jurisdiction in 2018, it was found that the current situation of illegal acceptance of minors in some bars is more common. In June 2021, a resident of Dahua Yao Autonomous County in Hechi, Guangxi, told the media that his daughter, who was not yet 13 years old, had run to work in a bar in Nanning City, and that many girls like her daughter were also working in the bar. In November 2021, the Dongchangfu District Procuratorate of Liaocheng City, Shandong Province, handled a number of criminal cases involving minors in bars, involving bars that not only allowed minors to enter bars, but even illegally hired minors.

In a similar problem, many bars are registered in the business license for catering, but in the actual business process, it is a song and dance performance, so many parents said that they do not know whether to seek complaints from the market supervision department or the cultural law enforcement department.

Wang Wen, a lawyer at Zhejiang Rongzhe Law Firm, told Jimu News that she was also concerned about the case, which was initially investigated by the local procuratorate and then filed a civil public interest lawsuit against the bar involved. In fact, since the implementation of the newly revised Law on the Protection of Minors in June 2021, the procuratorate has played a key role in supervising the implementation of the law.

Lawyer Wang Wen said that the newly revised Law on the Protection of Minors strengthens the social protection of minors, clearly lists bars as places that minors are not suitable for entering, and prohibits bars from recruiting minors who have reached the age of 16. Parents who encounter such problems again can complain to the local education bureau, civil affairs bureau, public security bureau and other departments, and since the implementation of the newly revised "Law on the Protection of Minors", many places in the country have opened a hotline for the protection of minors, and parents can also reflect problems through this hotline.
