According to public information, Li Xiaosong, a native of Shaodong, Hunan, born in March 1975, master of public health, deputy chief physician, and member of the Communist Party of China.

In September 2016, Li Xiaosong was appointed as the president and deputy secretary of Hunan Provincial Brain Hospital. In February 2019, Li Xiaosong was appointed as the president of Hunan Provincial People's Hospital, and was simultaneously ranked as a deputy department leader.
It is understood that Hunan Provincial People's Hospital (the First Affiliated Hospital of Hunan Normal University) is the only tertiary comprehensive hospital of the sub-departmental level that integrates medical teaching and research in one of the hunan provincial governments, and is the clinical medical school of Hunan Normal University, with 4,000 beds, 4,000 employees, and a pattern of 1 hospital and 4 districts.

From January 16, 2020, it entered a state of combat readiness for the first time, using the Yuelu Mountain Campus as a backup centralized treatment hospital area, transforming and setting up isolation wards; taking the lead in front of the fever pre-examination triage gate on January 24; opening some outpatient clinics on February 10, and fully resuming diagnosis and treatment business on February 24.
