Xingning, founded in the sixth year of the Eastern Jin Dynasty (331), was divided and established by the ancient Longchuan River, and the county border spanned the valleys of the Ancient Xingning River (present-day Wuhua River), youbeixi (present-day Qinjiang), and Zuobeixi (present-day Ningjiang), including the whole territory of present-day Xingning and Wuhua counties, the eastern part of Longchuan County, and the northeast of Zijin County, and the name of the county was derived from the Ningjiang River.

The ancient city of Huizhou, which can be traced back to the Sui Dynasty's Xunzhou, was changed to Zhenzhou during the Southern Han Dynasty, which has a history of more than a thousand years.
