Li Zhongqi is a native of Jianping County, Liaoning Province, born in 1913, at the age of 18, he was admitted to the Northeast Daowutang Cavalry Section, soon, the "918 Incident" broke out, in the face of the Japanese invasion, Li Zhongqi and his classmates, took up weapons, fought against the Japanese army, after the fall of Shenyang, he joined the Anti-Japanese Volunteer Army, successively served as a detachment leader, the northeast army cavalry company commander and other positions.
In 1936, Li Zhongqi joined the Red Army, when Nie Rongzhen valued him more, and after he came, he appointed him as the chief of staff of the cavalry regiment, and by the time of the Battle of Pingxingguan, he had served as the acting battalion commander of the cavalry battalion of the 115th Division.

In 1965, he was appointed deputy commander of the third-line construction and came to Chengdu, where peng Dehuai was shocked after the Cultural Revolution began, when Peng Dehuai lived in Yongxing Lane, Chengdu.
