In January 1941, the Kuomintang diehards launched the Anhui Incident. On January 20, the Central Military Commission of the Communist Party of China issued a statement exposing the anti-communist conspiracy of the Kuomintang diehards, protesting against the atrocities of its armed attack on the New Fourth Army, and demanding that the Kuomintang authorities cancel the reactionary order of January 17, take charge of the disaster, release General Ye Ting, abolish the Kuomintang one-party dictatorship, and implement democratic politics.
On January 20, 1941, the Central Military Commission of the Communist Party of China issued an order to rebuild the New Fourth Army, appointing Chen Yi as acting commander and Liu Shaoqi as political commissar, with 7 divisions and 1 independent brigade under its jurisdiction, with a total of more than 90,000 people in the whole army. The 7th Division and the Independent Brigade were formed, with nearly 3,000 men in the 7th Division and more than 4,000 independent brigades.
After the reconstruction, the New Fourth Army has a total of more than 90,000 people, and it is also a strong brigade with famous generals, with 1 marshal and 3 generals. The other 4 division commanders or commissars, if they were still in the army (or did not die) when they were awarded the rank in 1955, were also at the level of generals.
