Specifically, in terms of low-carbon energy consumption, implement clean energy substitution, actively promote power increase, gas stability, oil control, coal reduction, accelerate the development of high-end and high-end industries in the industry, support the high-end of the energy structure with high-end industrial structure; accelerate the green and low-carbon transformation of production methods, increase the promotion of new energy vehicles, widely promote the construction of charging and replacing facilities, improve the level of electrification in the field of terminal consumption, in 2025, non-fossil energy consumption accounted for more than 50%, becoming a city model for low-carbon development in the country。

In terms of greening energy supply, the "Rong Yao Project" will be implemented to comprehensively improve the intelligent level of the power grid and the quality of power supply. Support the development and utilization of renewable energy, carry out distributed photovoltaic pilot demonstrations; strengthen the development of advanced energy storage, support the scale recovery and cascade utilization of waste batteries; promote the efficiency improvement and consumption reduction transformation of Jintang Power Plant and the "coal to gas" of three-tile kiln power plants, develop pumped storage power stations, and improve urban energy security capabilities。

In terms of energy industry clustering, give full play to Chengdu's industrial advantages, resource advantages, technical advantages and market advantages, accelerate the development of clean energy industries with green hydrogen energy as the focus, clean energy support industries with photovoltaic and lithium batteries as the focus, and clean energy application industries with new energy vehicles as the focus, accelerate the cluster into chains, build 2 100-billion-level industries, and cultivate a number of industrial chain pilot enterprises and industry benchmarking enterprises。

In terms of energy utilization efficiency, strengthen urban smart energy management, create a "smart energy cloud platform", promote multi-energy complementarity, time-sharing complementarity and regional complementarity; accelerate the green digital and intelligent transformation of production, build a number of green factories and smart parks; strengthen the energy efficiency management of key industries such as steel, cement, flat glass, petrochemicals, etc., and force enterprises to express energy efficiency; promote the construction of ultra-low energy consumption buildings and the energy-saving transformation of old buildings, and support the application and promotion of advanced technologies such as heat pump technology and cold storage technology. Encourage social energy conservation and carbon reduction, and promote a significant reduction in energy consumption per unit of GDP。
