Internationally, outer space orbits are strictly regulated, satellite and spacecraft orbits are reported and approved in advance, and large-scale orbit changes without reporting are not allowed, because they will threaten other spacecraft in orbit. In fact, StarLink is not the first time it has broken into trouble.
