With the development of the digital age, Chinese netizens are getting younger and younger to touch the Internet for the first time. Data show that in 2020, the scale of china's minor netizens has reached 183 million, and the Internet penetration rate of minors has reached 94.9%. More than a third of primary school students start using the Internet before school age, and it is on the rise year by year. The phenomenon of minors indulging in short videos, live broadcasts and online games is becoming more common.

"Since 2003, the relevant competent departments and industry associations have introduced the main measures related to the prevention of minors' game addiction 13 times. In recent years, the competent departments have increased the intensity of anti-addiction investigation penalties for enterprises, inspected tens of thousands of games in 2020, interviewed and handled more than 50 enterprises with publishing management departments at all levels, and investigated and dealt with thousands of problems. Wang Biao said that on September 23, 2021, the Game Working Committee of the China Audio-Visual and Digital Publishing Association and 213 member units jointly issued the "Self-Discipline Convention on Anti-Addiction in the Online Game Industry", and 411 game companies in Beijing, Shanghai, Guangdong and other places have signed the convention spontaneously.

According to the "2021 China Game Industry Report" of the Game Working Committee of the China Audiovisual and Digital Publishing Association, China's game industry will continue to develop rapidly in 2021, with actual sales revenue of 296.513 billion yuan; the sales revenue of the domestic market of independently developed games will reach 255.819 billion yuan, and the actual sales revenue of overseas markets will reach 18.013 billion US dollars. The game industry and other related industries have realized cross-border cooperation at multiple levels such as terminals, platforms, scenarios, and applications, ushering in a broader space for development. While the game industry is developing rapidly, the protection of minors' game addiction is also facing new challenges.

In this regard, Tang Jiajun, secretary general of the Game Working Committee of the China Audio-Visual and Digital Publishing Association, said that the combination of dredging and blocking gathers the strength of all parties in society to protect minors. At the same time, relevant game companies should build a "firewall" for the protection of minors.
