Han Xia said that at present, the new round of scientific and technological revolution and industrial transformation driven by the new generation of information and communication technology are developing in depth, which is profoundly affecting the global technology industry system, the world economic development mode and the international competition pattern. The "double gigabit" network represented by 5G and gigabit optical networks has the characteristics of super bandwidth, ultra-low latency, advanced and reliable, etc., is an important component and bearing base of new infrastructure, plays an important role in promoting scientific and technological innovation, stimulating effective investment, promoting information consumption, empowering the transformation and development of thousands of industries, etc., is a strategic choice to create new advantages in future competition and grasp the initiative of development, and is of great significance for coordinating epidemic prevention and control and economic and social development, cultivating new momentum, and stimulating new vitality.

Han Xia said that the outline of the national "14th Five-Year Plan" proposes to "accelerate the large-scale deployment of 5G networks" and "promote and upgrade gigabit optical fiber networks"; this year's "Government Work Report" deploys "increase the construction of 5G networks and gigabit optical networks and enrich application scenarios"; the Ministry of Industry and Information Technology issued the "Action Plan for the Coordinated Development of "Double Gigabit" Networks (2021-2023) in March this year, deployed and implemented the "100 Cities Gigabit" construction project, and issued the "Gigabit City" evaluation standards. It aims to give full play to the role of the city's resource aggregation, integrate innovation with points and areas, and promote the "double gigabit" to better empower high-quality economic and social development.

With the joint efforts of all parties, China has built a number of typical cities with unique characteristics of "double gigabit" coordinated development, and the "double gigabit" network and user scale are leading the world. In terms of 5G construction, as of November this year, there were more than 1.396 million 5G base stations, and the 5G network continued to deepen coverage to counties, towns, and towns; the number of 5G mobile terminal connections reached 497 million, accounting for 30.3% of the total number of mobile phone users. In terms of Gigabit optical networks, the 10G-PON (10 Gigabit Passive Optical Network) port size supporting Gigabit access exceeded 6 million, with the ability to cover more than 240 million households, and the scale of Gigabit users increased to 25.25 million, a net increase of 18.85 million households over the end of 2020.
