Notice on Further Strengthening the Safety Supervision Service for Sporting Events

Municipal sports, public security, natural resources, transportation, culture and tourism, health and health, emergency management, market supervision, meteorology, communication management, banking and insurance regulatory sub-bureaus, sports associations at all levels:

In order to implement the Opinions on Further Strengthening the Safety Supervision and Service of Sports Events (No. 3 [2021] of the General Administration of Sport) of 11 ministries and commissions, including the General Administration of Sport, further strengthen the safety supervision services for sports events in the province, and protect the life safety and physical health of the people, the relevant matters are hereby notified as follows:

First, compaction safety responsibility

(1) Clarify regulatory principles

The safety supervision and service work of sports events shall adhere to the following principles:

1. Combination of government supervision and industry self-discipline. In accordance with the requirements of "who approves (for the record), who is responsible", "who hosts, who is responsible", "who is in charge, who is responsible", comprehensively strengthen the safety supervision of sports events.

2. Implement hierarchical and classified management. According to different categories and scales of sports events, management in accordance with relevant provisions and division of responsibilities, to meet the relevant standards.

3. Strengthen supervision during and after the event. Supervise the organization, guarantee, participation, etc. of all kinds of sports events to ensure the smooth, safe and orderly development of sports events.

4. Combination of supervision and service. Do a good job in the investigation of hidden risks that may occur in sports events, formulate emergency response plans, find problems and deal with them in a timely manner, and do a good job in service guarantee work throughout the process.

(2) Consolidate regulatory responsibilities

1. Improve the regulatory responsibility system. Sports administrative departments at all levels shall bear the responsibility for safety supervision of sports events and activities in the areas under their jurisdiction. The relevant departments of the people's governments of provinces, cities and counties (districts) shall bear corresponding responsibilities for the safety supervision of sports events in accordance with their duties. Sports centers and sports associations at all levels shall assume project management responsibility for the safety of the events and activities of the project, and sports associations at all levels shall report to the relevant sports business guidance units before holding the events.

2. Strengthen the regulatory responsibility of industry authorities. Where sports administrative departments at all levels discover that the prescribed conditions, standards, or rules are not met before or during the holding of sports events, and involve major safety issues in the event, they shall promptly submit suggestions for rectification; Other relevant departments involved in communications management, public security, natural resources, transportation, culture and tourism, health and health, emergency management, market supervision, meteorology, banking and insurance supervision, etc. shall do a good job of safety supervision and service work in accordance with their duties.

3. Implement the main responsibility of the organizer. Organizers such as organizers, organizers, and co-organizers are directly responsible for the safety of sports events, and a written agreement shall be signed before the game to clarify the division of duties. The organizer shall establish an organizing mechanism for the organizing committee and other events; the organizer shall do a good job in ensuring the safety of sports events; and the co-organizer shall ensure that the products, facilities or services provided by it meet quality and safety standards.

4. The venue space provider shall have the obligation to ensure safety services. All kinds of sports activities, especially those organized using natural resources or public resources such as parks, mountains, forests, rivers and lakes, oceans, airspace, and public sports venues, the venue provider or manager shall fulfill their obligations to ensure safety and security and assist in undertaking emergency rescue and other rescue tasks within the scope of their capabilities.

II. Improve regulatory standards

(1) Establish and improve the standard system. All sports centers of the Provincial Sports Bureau and all provincial sports associations should accelerate the construction of a standard system that conforms to the actual situation of sports events in Hebei on the basis of national standards, formulate corresponding guidelines for running competitions and participation guidelines, and clarify the basic conditions, standards, rules and procedures for the holding of various sports events, including medical, emergency rescue, fire protection, meteorology and other safety guarantees. For events with strong professional and technical requirements and high personal danger, they shall be organized and implemented in accordance with national mandatory standards.

(2) Clarify the conditions and requirements of the organizers. All sports centers of the Provincial Sports Bureau and all provincial sports associations should clarify the basic conditions for the organizers of sports events, including the basic requirements for the organizers, organizers, and co-organizers, and strengthen supervision and inspection of relevant conditions and requirements.

(3) Standardize the qualifications of participants. The sports centers of the Provincial Sports Bureau and the provincial sports associations shall clarify the basic conditions for participants in sports events, including age, health status, sports skills, knowledge of sports risks, commitment to abide by competition regulations, and obedience to the arrangements of the organizing committee.

Third, increase the intensity of supervision

(1) Strengthen the evaluation, guidance and supervision of all kinds of event activities. Sports administrative departments at all levels shall strengthen the collection of information on sports events within their respective administrative regions, formulate an annual catalog of service guidance for sports events, and strengthen pre-match research and judgment, in-game guidance, and post-match evaluation. Sports events with a large number of participants, high personal danger, or strong professional and technical characteristics shall be supervised and supervised. Where there are major potential safety hazards, the opinions of relevant sports centers (sports associations) and other professional institutions shall be solicited, and the organizers shall be promptly urged to make corrections.

(2) Scientifically formulate safety-related plans. All kinds of sports events and activities will formulate epidemic prevention and control plans, safety work plans, and emergency response plans (including risk assessment, risk warning, risk prevention, suspension or postponement of competitions, timely rescue, etc.).

(3) Strengthen self-discipline supervision services for industry associations. Sports associations at all levels shall give play to the role of industry self-discipline, and in accordance with factors such as the overall level of sports event organizations, the size of the number of people, the level specifications, service guarantees, and social influence, carry out grade assessment or evaluation of sports event activities in the area under their jurisdiction, and promptly recommend them to the public event activities that are standardized, well-run, well-guaranteed, and have a high overall level.

(4) Strengthen the responsibility of territorial government departments for safety supervision. The competent departments for sports of the people's governments of cities, counties (districts), together with the related departments held by the events at the same level, shall perform their respective responsibilities, and shall be specifically responsible for the safety supervision of sports events within their respective administrative areas, implement the main responsibility for territorial safety, and earnestly do a good job in risk prevention, epidemic prevention and control, dynamic early warning, emergency handling, and other such work.

IV. Strengthen security safeguards

(1) Establish and complete emergency support mechanisms. Led by the Provincial Sports Bureau, jointly with provincial departments such as communication management, public security, natural resources, transportation, culture and tourism, health and health, emergency management, market supervision, meteorology, banking and insurance supervision, etc., to establish a joint conference system for the safety supervision of sports events in Hebei Province, and the office of the joint meeting is located in the Provincial Sports Bureau. When organizing major events, hold joint meetings to carry out risk research and investigation of hidden dangers, and effectively improve the safety and security level of sports events. The member units of the joint meeting should specify a department-level leader and a division-level liaison officer. The sports administrative departments of cities and counties (districts) should also establish corresponding joint meeting systems with reference to provincial practices to ensure the safety of territorial competitions.

(2) Strengthen safety education and training. Each unit running the competition (activity) shall regularly organize the organizers of sports events and relevant practitioners to carry out training in project skills, sports science and safety risks, take the initiative to provide guidance and services for sports events, and continuously improve the level of organization of sports events.

(3) Implement security measures. Organizers of sports events shall be equipped with professional and technical personnel with corresponding qualifications, allocate venues, equipment and facilities that meet relevant standards and requirements, strictly implement safety measures such as communications, safety, transportation, health, food, emergency rescue, and fire fighting, and increase mandatory measures such as equipment inspection and insurance purchase to ensure that emergencies can be dealt with decisively. Implement the "circuit breaker mechanism", pay close attention to the progress of the event, and make corresponding adjustments in a timely manner when the conditions for running the race change; in the case of not having the conditions for continuing to run the race, terminate the event in a timely manner.

(4) Do a good job of epidemic prevention and control. Strictly implement the decision-making and deployment of the provincial party committee and the provincial government on epidemic prevention and control and the requirements of territorial prevention and control, in accordance with the principle of "one event and one plan", carefully formulate prevention and control plans and emergency response plans, and resolutely prevent all kinds of sports events from becoming channels for the spread of the epidemic.

V. Seriously pursue responsibility and accountability

(1) Pursue responsibility and accountability in strict accordance with laws and regulations. In accordance with the Law of the People's Republic of China on Emergency Response, the Regulations on the Safety Management of Large-scale Mass Activities, the Measures for the Safety Management of Large-scale Mass Activities in Hebei Province (Provincial Government Order [2015] No. 2) and other laws and regulations, the responsibility for safety accidents in sports events is to be held accountable.

(2) Seriously pursue the responsibility of the organizers who caused the safety accidents. For organizers of sports events that violate relevant regulations and cause personal injury, property damage, and other safety accidents, the relevant administrative departments at all levels shall, in accordance with law, give administrative penalties such as warnings and fines depending on the seriousness of the circumstances; individual sports associations at all levels shall, in accordance with the relevant industry management measures, give industry sanctions such as circulating criticism and canceling the qualification for event certification; where a crime is constituted, criminal responsibility shall be pursued in accordance with law.

(3) Pursue regulatory responsibility in accordance with law. Units and responsible personnel responsible for inadequate supervision of sports events, causing personal injury, property damage, and other safety accidents shall be given corresponding sanctions in accordance with the scope of management authority; where a crime is constituted, criminal responsibility shall be pursued in accordance with law.
