According to the relevant person in charge of the Civil Affairs Bureau of Yuhang District, the area is wide-ranging, in addition to 97 urban communities, there are still 116 rural communities, especially in the western mountainous countryside, the elderly live in a relatively scattered, such as the traditional elderly canteen mode of operation, it is difficult to achieve effective coverage. In order to solve the problem of "difficulty in eating" for the elderly, living alone, empty nests, and disabled elderly, the district has gradually formed a meal assistance service model with "centralized distribution of meal delivery centers, rational layout of canteens for the elderly, and meal assistance service points dining nearby", supplemented by "neighborhood mutual assistance and food delivery to households".
In the past, the main reason why the canteen for the elderly was difficult to sustain was that the cost of labor and ingredients was relatively high, and the standard of meal fees was relatively low. Yuhang District adopts a market-oriented operation mode according to local conditions, advocates the cooperation between the community and the caring fast food merchants in the jurisdiction, and jointly runs a canteen for the elderly, so that the elderly meal assistance institutions can achieve self-hematopoietic and sustainable development with the standard of "guaranteeing the capital and small profits".
The "Specification" stipulates more than 40 articles such as food delivery service places, food delivery service agencies, food delivery equipment, distribution services, and evaluation and improvement standards for the elderly at home. For example: the staff should hold a health certificate and conduct regular health examinations; should reasonably select ingredients according to the season and season; for the elderly who need long-term food delivery services, the food delivery service agency should sign a service contract with the elderly; uniformly set and follow the meal assistance operation time, plan the delivery service route in advance, and the time for catering food from loading into the lunch box to the specified location should not exceed 1 hour; catering utensils recycling, cleaning and disinfection, etc.
Up to now, according to the actual needs of the elderly to live and assist in meals, Yuhang District has built a total of 12 centralized distribution centers, 50 canteens for the elderly, 118 meal assistance service points, 42 food delivery service teams, 13,477 registered dining personnel, and an average of more than 8,000 people per day. Grandma Wang, who is ninety years old in Baizhang Town, said: "The meal is delivered before 11 o'clock every day, the taste is good, the burn is soft, and I can bite it." ”
