On December 18, the reporter learned from the Guangzhou Municipal Market Supervision Bureau that the Baiyun District Market Supervision Bureau recently imposed an administrative penalty on a cosmetics company that did not produce cosmetics in accordance with the technical requirements of cosmetics registration, and at the same time included the enterprise in the list of serious violations of the law and untrustworthiness in accordance with the newly revised "Measures for the Management of the List of Serious Violations of the Law and untrustworthiness in Market Supervision and Management". It is reported that this is the first case in China that has been included in the list of serious violations of the law and untrustworthiness due to unqualified cosmetics sampling.

After law enforcement investigation, between 2019 and 2021, the cosmetics company did not produce multiple batches of cosmetics in accordance with the technical requirements of cosmetics registration, the supervision and sampling inspection conclusions were unqualified, and it was repeatedly administratively punished by the baiyun district market supervision department, and it was repeatedly judged to be unqualified in the flight inspection of the market supervision department at all levels, and still refused to rectify after being ordered to make corrections. The company has violated the law for a long time, the number of products involved in the case is relatively large, and even in order to evade law enforcement inspections, it also conceals information and provides false certification materials, which is subjective and intentional, of a bad nature, and the circumstances are serious, which meets the provisions of heavier punishment.

To this end, the Baiyun District Market Supervision Bureau recently issued an administrative punishment decision, in addition to the fine, the company was included in the list of serious violations of the law and untrustworthiness in accordance with the law, and announced to the public in the national enterprise credit information publicity system.

"In the past, individual cosmetics companies had a weak sense of abiding by the law, and they were 'not satisfied' with administrative fines and flight inspections, and the "Measures for the Management of the List of Serious Violations of the Market Supervision and Management of the Untrustworthy" implemented on September 1 made it clear that those who received heavier administrative penalties for cosmetics-related violations were included in the list of serious violations of the law and untrustworthiness, which undoubtedly gave the regulatory departments a new 'sword'." The relevant person in charge of the Baiyun District Market Supervision Bureau said that in recent years, Baiyun District is committed to promoting the high-quality development of the cosmetics industry, severely cracking down on various types of cosmetics violations of laws and regulations, on the basis of supervision and inspection, administrative punishment and other conventional measures, but also actively innovate the regulatory mechanism, give full play to the role of credit grading classification supervision and credit joint punishment, to achieve "strict prevention at the source, strict management at the terminal", and continuously improve the regulatory efficiency of the cosmetics field. This time, the investigation and handling of a certain cosmetics company that did not produce cosmetics in accordance with the technical requirements of cosmetics registration, especially the inclusion of the enterprise in the list of serious violations of the law and untrustworthiness, is not only the implementation of strong credit punishment measures, indicating the attitude and determination of Baiyun District to deal with the cosmetics industry with a heavy fist, but also warns the untrustworthy entities to know reverence, be wary, abide by the rules, strictly control the quality of good products, and put law-abiding and honesty in the first place.
