On December 18, The Paper (www.thepaper.cn) learned from the Guangzhou Municipal Market Supervision and Administration Bureau that recently, the Baiyun District Market Supervision Bureau of the city imposed an administrative penalty on a cosmetics company that did not produce cosmetics in accordance with the technical requirements of cosmetics registration, and at the same time, according to the newly revised "Measures for the Administration of the List of Serious Violations of the Law and untrustworthiness in Market Supervision and Management", the enterprise was included in the list of serious violations of the law and untrustworthiness. This is the first case in China in which cosmetics are included in the list of serious violations of the law and untrustworthiness due to unqualified cosmetics sampling.

According to the Guangzhou Municipal Market Supervision and Administration Bureau, after law enforcement investigation, the cosmetics company involved in the case did not produce in accordance with the technical requirements of cosmetics registration between 2019 and 2021, and the supervision and sampling inspection conclusions were unqualified, and they were repeatedly administratively punished by the market supervision department of Baiyun District, and they were repeatedly judged to be unqualified in the flight inspection of the market supervision departments at all levels, and still refused to rectify after being ordered to make corrections. The company has violated the law for a long time, the number of products involved in the case is relatively large, and even in order to evade law enforcement inspections, it also conceals information and provides false certification materials, which is subjective and intentional, of a bad nature, and the circumstances are serious, which meets the provisions of heavier punishment.

On December 3, the Baiyun District Market Supervision Bureau issued a written administrative punishment decision, and included the company in the list of serious violations of the law and untrustworthiness in accordance with the law, and announced it to the public in the national enterprise credit information publicity system.

The relevant person in charge of the Baiyun District Market Supervision Bureau said, "In the past, individual cosmetics companies had a weak sense of compliance with the law, and they did not take it for granted that administrative fines and flight inspection responsibilities were changed, and the "Management Measures for the List of Serious Violations of the Market Supervision and Management of the Untrustworthy" implemented on September 1 made it clear that those involved in cosmetics violations were subject to heavier administrative penalties and were included in the list of serious violations of the law and untrustworthiness, which undoubtedly gave the regulatory department a new 'sword'. The person in charge said that the investigation and handling of the case of "cosmetics companies not producing cosmetics in accordance with the technical requirements of cosmetics registration" and including the enterprise in the list of serious violations of the law and untrustworthiness is the implementation of strong credit punishment measures, indicating the attitude and determination of Baiyun District to deal with the "bad money expelling good money" in the cosmetics industry, and also warning the untrustworthy entities to know reverence, be vigilant, abide by the rules, strictly control the quality of good products, and put law-abiding integrity in the first place.
