Guangzhou: The incremental index of energy-saving vehicles for small and medium-sized passenger cars in 2022 will increase to 38,000

On December 17, the Guangzhou Municipal Transportation Bureau issued the "Notice on Increasing the Allocation Quota of The Incremental Indicators for Small and Medium-sized Passenger Cars in 2022", which clarified that the incremental indicators for energy-saving vehicles for small and medium-sized passenger cars in 2022 will be increased to 38,000.

It is understood that Guangzhou's increase in the allocation quota of incremental indicators for energy-saving vehicles is a specific measure to implement the spirit of the "Notice of the General Office of the People's Government of Guangdong Province on Several Policies and Measures to Promote Urban Consumption" (Guangdong Government Office [2021] No. 36), reflecting the policy orientation of promoting vehicle energy conservation and emission reduction and guiding citizens to purchase energy-saving and environmentally friendly vehicles.

According to the "Measures for the Regulation and Administration of the Total Volume of Small and Medium-sized Passenger Cars in Guangzhou", the annual allocation quota of conventional incremental indicators is 120,000, of which the incremental indicators for energy-saving vehicles are 12,000, while the indicators for new energy vehicles are not included in the management of incremental indicators, and can be directly allocated without lottery and bidding. The above-mentioned circular clarifies that the incremental indicators for energy-saving vehicles will increase to 38,000 in 2022, that is, an additional 26,000, and the incremental indicators for small and medium-sized passenger cars will increase to 146,000 for the whole year after adjustment.

According to the above notice, the incremental indicators for energy-saving vehicles in 2022 will be distributed equally on a monthly basis from January 2022, and the allocation ratio of units and individuals will be 1:9, and the municipal indicator management agency will incorporate the monthly incremental indicator allocation plan and organize the implementation on a monthly basis. The energy-saving vehicle indicators of units and individuals that failed to be successfully configured in the current month were included in the individual energy-saving vehicle indicators of the following month for configuration.
