Before Shen Ji called for interconnection, Liang Zhixiang, secretary of the party committee and senior vice president of Baidu Group, also called for interconnection at the Wuzhen Summit of the 2021 World Internet Conference in September. Liang Zhixiang said at the time that the current situation of the Chinese Internet is that each APP is not fully connected to each other, which not only makes many content that netizens want to search impossible to search, but also brings many inconveniences to supervision.

Shen Ji said that at present, the opportunity for China's Internet to restart the vitality engine is interconnection, "interconnection is not to clean up the mess, but to reopen a game in the technology dividend." For example, he said, there are four or five million apps in China, which not only causes great trouble for users to obtain information, but also allows service developers to add a lot of repetitive development and operation work.
